Which acts first? Are wraiths with whip coils initiative 1 or initiative 4 in combat after being hit with concussive weapons?

Interesting question. I imagine the player whose turn it is gets to decide the stacking order unless someone sees some other interaction involved or overriding that.

Modifiers that set a value go last as per multiple modifiers. So they are unambiguously I1.

Multiple Modifiers
If a model has a combination of rules or wargear that modify a characteristic, first apply any multipliers, then apply any additions or subtractions, and finally apply any set values.
