Tell you what. Try 3 borgified nonborg ships. Take the Avatar of Tommy Cooper, the klingborg ship and the cardiborg ship and then try it again. You've removed the firing arcs and the movement that way.

The plan is to hang back, use the scan tokens to remove defence dice and pummel with the Romulan/Borg ship, while the smaller ships get 4 dice a piece.

I have to say I'm kinda with MeanGreenStompa on this. You'll not win any friends running borg, especially double faction in mono environment.

You still have two small ships that are stupid good maneuverable, they ignore fire arcs, and when they take a scan token, get +1 defense die- and the scan token will just happen to nullify a ships defense bonus at range 3. Sure, they are only throwing 3 attack dice. 3 attack dice with potentially no answer from the other ship. If one takes any damage, it can just fly out of arc and regenerate, an ability that no other faction has unless they pay for it with expensive crew upgrades (exception: Bioship). Just another thing the Borg get for free that everyone else has to pay for.
Breaking down the list: You have Donatra, that will give your Scout Cubes +1 Attack Die for free as long as they are within range 1. You have the Subspace Beacon, where, for an action, the Cubes will get a free scan token (giving them +1 Defense die for a total of 4) and the Avatar will get one.
I imagine a game will pretty much go like this:
Turn 1: Avatar Cloaks, Cubes evade.
Turn 2: Avatar scans. Cubes evade (Vubes now have a Scan Token, Evade token for 4 evade dice+1 evade and range 3...). For shooting- Avatar unloads Disruptor Beams. Cubes fire 4 attack dice. They should all concentrate on the same ship to destroy it.
Turn 3: Warp Speed! Fly past the enemy fleet. Avatar recloaks (free Regenerate! Whoo!), the scout Cubes take a Scan Token, and continue throwing 4 attack dice at the rear arcs of the now out of arc enemy force, or possible Regenerate if they need to. Repeat until you win.
Weakness of the list: Low captain skill (Donatra with a 6, Scouts with 1). Any thing that will disable Donatra will reduce your firepower significantly. On the initial joust, I'd throw out a Cloaked Mine in front of my fleet. I'd also move at like 1-2 trying to keep you in my front arc for as long as possible. The Avatar, while cloaked, will be rolling 6 defense dice, while the Cubes at best will get 4+token (3+1 for range, + 1 evade token). If I had the firepower, and I don't take a ship anymore unless it can throw 6 attack dice with conversions, I try to destroy the Avatar first. Sure, it has a lot of evade dice, but each attack should get 1-2 hits or a crit on it, and every point will hurt. If I don't have the firepower to take out the Avatar in the initial joust, I'll concentrate on the Cubes. They are the ones that after the initial joust, will kill me once they get behind me. I'll try and have a Torp or other secondary weapon (ideally, Dorsal Phasers) available for when the cubes get behind me.
I try to include Dorsal Phasers or Quantum Torps, Geordi La Forge, and a Cloaked Mine card in all my fleets these days. Yeah, that's around 10 points depending on faction, and blah blah blah, but it's the best points I have ever spent and pretty much covers so many contingencies, that it's hard NOT to take.
You didn't say which OP, so I can't really comment on that part so much.
Chessy? Yes, because it's Borg. What makes it worse is that you are trying to play down the Borg to make them appear "less cheesy".

Well I came second in what is a frightening meta of Romulans, Klingon Spam, Fed Cheese and a scary Vulcan build.
Every game was close except the final. I got absolutely destroyed by Dominion.
The guy who beat me is the top player in the county (state to you yanks).
Considering I had five mins to prepare the list, got the Ferengi ship (hated it) and suffering from a fethed up Cluster Headache, 2nd was shocking.
The Borg Scout Cubes were destroyed in every game. The RomuBorg ship won the games for me.
No complaints from any players and they want to play my fleet again outside of OP.
Some also helped with hints to make it better.
Going in prepared for the next one with mono Romulans.

You used borg, you tried to underpower them, you had a headache, 5 mins to prepare the list, hated the ferengi ship you were assigned and you're thinking to yourself 'how did I come second'...
Because you used borg.
Stop buggering about with them imo and concentrate on your Romulans. Win with a faction that's considered to have just moved from underpowered to reasonably balanced by the last two releases.

Which OP was it, and I'd love to hear more about this "scary Vulcan Build".
I concur with MeanGreenStompa. You threw the list together, had a huge headache, and still placed 2nd...
I think the Ferengi ship with the Thoughtmaker is the second best ship in the blind draws. The first is the Banana Boat of course... that thing is just MEAN.
I take it none of your opponent's tried to destroy the Avatar first? Yes, it's a big, beefy ship, but it has a bad maneuver dial, and it has all the things on it that made the rest of your fleet nasty.
Anyways, congrats, and just think- if you would have put a little more thought into your list (I'm not going to say how, but it could have been better) and didn't have a headache, you would have very handily won first place.

Everyone, except the guy who won, went after the Scout Cubes. They died really quickly.
The Avatar was a beast and managed to weather a lot of incoming flak.
It took the winner the breen emp type weapon, a Galor Class and a Valdore with Toreth to bring it down to one hit.
I used the Ferengi ship (which was on 1hp) to overcharge then pop the Galor, which in turn had Tasha Yar from the mirror verse to blow up the Avatar.
Fun final match.
The cubes in the entire three rounds did very little. The Avatar however, that thing was near unstoppable.
The Vulcan fleet... Three Vulcan ships, tooled to withstand a ton of incoming fire. I don't remember the exact upgrades, bug it took the combined fire of the Scout Cubes, Donatra and her ship, the Ferengi and range one to bring one down for two turns.
Very resilient, but no firepower to speak of. Automatically Appended Next Post: The TO hated the RIF part two scenario, so we just duked it out until there was a winner.

 I'm not sure why you would call the D'Deridex dial bad. It is probably one of the best in the game, the class has only suffered from being under gunned. Though the Avatar and the Haakona are doing a lot to change that. The only red on the dial is a reverse and in many situations the reverse comes in handy more than come abouts, plus the new Romulan Helmsman makes those reds a no problem. White 2 turns are great, but the white 3 turn on a ship that size is fantastic. A white 3 turn and a sensor echo can get you just about anywhere you want to go. I would take it over most dials.

I must have confused it with something else (maybe a Dominion Battlecruiser?  ). I just looked at the dial, and yeah, it's a pretty good one. I still can't believe everyone went straight for the Cubes. The biggest threat in that list is the Avatar. /shrug Ah well.
That Vulcan fleet- I've seen something similar, and yeah, it's a bit beasty. It just soaks up firepower and does little in return.  Come to think of it, it would be a pretty good fleet in RiF OP3 if you were trying to run for the portal.
It's irksome to me to show up to an event planning for a specific mission, then told we're playing something else, or some addendum fundamentally changes the scenario. While I very rarely have a pre-built fleet prior to an OP, I do tend to have a pretty good idea of what I am going to take, and I think through the scenario.

Ah, all is clear now
Valcans are an interesting lot. I haven't played them too much, just the Tal'Kir really. A friend of mine wants to give them a go, we may see how they hold up in an Ent era bash.
