I am a commission painter and I was wondering whats the highest you pay for your army to get painted,
if you dont' paint your own minis.

This depends highly on model type, detail, basing, whether construction is included, techniques used. The quality of the commission painters previous works, their portfolio and finally whether this is a one off display piece or a whole army.

Currently the question is alot like "How much would you pay for a part for your car" without saying which car, part or value.

As Melcavuk put it, that's really vague and you won't really get a helpful answer. I mean, does your army comprise of 20 models, 100 models, or 200 models? Are you painting Necron, Space Marines, Retribution, or Menoth? What's the breakdown of infantry, versus medium sized models, versus complex vehicles? Do you want to spend 2 hours on each model, or 20 hours on each model? Do you want the army to look acceptable from 5 feet away, or does each unit have to look like box art, or should each model be good enough for a display case?

There are just too many variables to answer your question, I think -- but, to give you an idea of how much some people spend, the most I have seen is someone who paid $1,500 to have a very well painted Space Hulk set. Off the top of my head, there's 12 terminators (hard) and 20+ genestealers (easy). The finished work was very impressive; surely, some of the terminators were 10+ hour effort.

On the other hand, I've seen people at my local scene pay $5-$10 per infantry-sized model for a playable tabletop set for nothing special, but not embarrassing to put on a table either.

The problem is that it's not that simple. Your 'medium quality' is going to be different to any other painter's 'medium quality'. And the amount that quality is worth is affected even more by your reputation in the community.

Essentially what it boils down to is: Charge what your work is worth to you, and don't worry about what other people perceive your work to be worth.

Anything else is a path to the dark side, where any creative endeavour is concerned.

How much someone will pay depends on 3 factors:

1) Quality of product - is your painting up to par? Are you photography skills good enough to present the product properly?
2) Quality of service - communications and the 'prepaint' part of the service. How well do you 'get' what your clients want? Do you turn projects around roughly when you say you will? Do you 'fess up when you feth up? Do you fix it?
3) Reputation - are you well known for the first two? Do people think you know your shiznit? Do you look like you might disappear with a client's money/toys? With 6 posts here under your belt, this factor is close to zero, regardless of the first two.
