Few things. Five man squads can't take heavies. The stern heavies can't shoot special ammo so I think you'll be wasting that. Run the devs as all same so they can shoot at same targets. You'll be firing differently way you have set up. My opinion is never take flak missiles as they trend to be useless. Also power swords are to expensive on the stern you plan on using as shooters. Drop them and try to get some transports for your troops. Pods or rhinos

Just want to clarify that they can take a special OR heavy weapon at 5-men, so the plasma cannon is fine.
In regard to the list as a whole, I agree with dropping the heavy bolters since you won't be able to use special ammo with them (and you can only give Sternguard 2 heavy weapons in a full 10-man squad... so not sure how you were figuring 6 per squad). Sternguard are best used for their special ammo (most times using the rounds that wound on a 2+) or for their ability to take heavy flamers or combi weapons. They are very expensive, so it's wise to invest in a transport for them so they don't take casualties before getting a chance to fire.
As for the devs, if you play against a lot of fliers, then I'd get a full squad of 4 flakk on the quad gun (be sure to include some ablative wounds since that squad is going to be very expensive).. flakk is pretty pricey, but since you have tank hunter it's not terrible... and paired with the quad gun it's pretty decent; at least the whole squad can fire then to full effect on the target.
I'd keep the other squads as all lascannons. Tank hunting lascannons are really nice. Even a single shot can force a skimmer to jink because of the threat of a pen.
I think if you drop some bodies and get some transports to sure up survivability and mobility of your Objective Secured units, you will have a pretty decent list. Try that and see what it looks like for points.

Agreed to many points put into heavy weapons if your playing kill points than no worries cause you can just sit back and shoot. But since most games aren't that your gonna need mobility. Drop pods, rhinos, Razorbacks, or even land raiders just something to get your army up the table safely. I disagree about the flak missles I like taking them against flyers just to make them jink if nothing. You may not kill them but your opponent may get nervous with 6 missiles flying from your devs statistically speaking.

if i drop the 4 power weapons and the 6 heavy bolters and 2 tact
marines thats 149 pointh then i take 3 rinos thats 105 point so 44 left
thats 2 sterns. so 2 units of 7 and one of 6

No combis on the Sternguard? I would drop all the tac Marines I don't see what they add to the list just take more sternguard instead. Flack missiles are woeful I'd drop them. On 5 man Dev squads all they do is paint a massive "shoot me first and you're safe" target on 5 MEQs. If you want AA take Storm talons and Ravens.
Terminator Captain is pretty worthless and has no where to go currently as your SG are all in Rhinos.
On that subject Rhinos work best in an all mechanised list. So you flood the table with AV to add target saturation and have no infantry models start on the board for denial of all your opponents AI fire until he's killed some tanks. If you want that then dump your HS for Vindicators and Predators.

i hav 2 things that i might change but the important change wil be captain artifiser armour shield eternal power fist. if i drop the 3 rhinos i hav 109 points left to spend on maybe 4 sterns or somthing els but then it will be a foot sloger army

ok ive changed the list to fit my tailoring needs  but i hav now 14 points left i can drop the power fist and shield eternal and take the primarks wrath and power weapon as it fits mor my shooty army or should i leave the shield and fist 4 tanking purpouse
