i am a noob to warhammer 40 k so bear with me if this is a stupid question. If a biker is riding and he has a killsaw or PK, is he able to also shoot with a ranged weapon like a slugga? Doesn't he have to have one arm free for steering the bike? If this is in the basic rules could someone tell me where?

Nope. We know he doesn't because there's no rule saying he does.
Plus, we know the following:

SHOOTING
Each Bike or Jetbike in a unit can fire with one weapon for each rider on the Bike.

Remember that Warbikes come with twin linked Dakkaguns so a rider won't ever want to shoot his Slugga

I have had people try to argue the "he needs two hands for steering" when I use my biker nobs in close combat. Bikernobs come with a slugga and a choppa so they have two close combat weapons unlike regular warbiker models.

So when my bikernobs charge they all get 5 attacks, except for the ones with PKs, they get 4 attacks.

Just tell them that, as an Ork, he believes he does not need hands for steering, and his gestalt belief makes it so. (Or he steers with his knees, or whatever.)

What sorts of opponents are these? Do they play Eldar, who have the souls of dead beings trapped inside crystals that power war machines? Tell them souls don't actually get trapped like that, so their Wraiths can't walk or shoot.
Do they play Marines? Tell them that the only species you recognize as having two hearts are Time Lords, so their Marines can't do that, and all fall over dead.
Do they play Tyranids? Tell them telepathy isn't a real thing, so they have to follow instinctive behaviour all the time.

In a magical universe, where science-magic happens with every breath, why do they pick "he has to use his hands to drive" to argue over?

Pretty sure nobs don't do any actual steering. Probably "aiming" is closer to how they get around on their bikes.
