Well, i have been trying to come up with a list that is a little competitive but still fun to play and here it is:
HQ
-*Spiritseer
Troops
-*5 Wraithguard – D-Sythes
+Wave Serpent – Twin Brightlance
-5 Wraithblades
+Wave Serpent – Twin Brightlance
-*10 Dire Avengers – Exarch – Diresword + Shurikan Pistol
+*Wave Serpent - Twin Brightlance, Shurikan Cannon
-*5 Rangers
Fast Attack
-5 Warp Spiders
Heavy Support
- *5 Dark Reaper – All with Starshot Missiles - Exarch – Tempest Launcher + Fast Shot
this comes to 1355 (so 145 left), mainly fighting SM and IG.
should i keep the WB with swords or change them to axes?
for the remaining points, i was thinking about either a unit of 7 SH with exarch (+sunrifle + hitandrun), 6 SS with exarch (with scorpions claw), a fire prism, or a nightspinner. (although a WL with flamers, BL and Glaive would also fit the points left)
help? what is this missing???

If your set on keeping the Wraithblades then leave them with the swords, particularly if you are fighting SM and IG. That's 15 attacks at AP 3 so really nice for eating 10 + man squads.
Also the Diresword though cool is situational at best, you could free up about another 45 points or so by dropping the DA squad down to 9, and still keep their fighting prowess intact.
Also is there a reason why you have TL BL instead of TL SL? Not saying your wrong just curious to what your thinking is all. I would put a Fire Prism in your list for AV 14 stopping power.

I would drop the Brightlance and take the scatter laser, surikan cannon and holo fields. I believe this comes out to 145 points. IMO its the best load out for a Wave Serpent.

so drop the DA exarch, and keep it as a squad of 10 basic DAs?
the amount of BL is to primarily kill tanks, without necessarily needing an anti-tank tank in the list? or should i change them to scatter lasers and jam in a fire prism?

You could take War Walker with Bright Lances to fulfill the need for anti- AV13-14. Then swap the bright lances on the Wave Serpents to Scatter Lasers so you can give laser lock to your shield's attack.

i could only fit one warwalker in after adding holofields, so i kept one of the WS with BL to keep a decent amount of anti-tank in the list
I would consider dropping the exarch upgrades from your Warp Spiders (35pts)
Dropping the tempest launcher from the Dark Reaper exarch (20pts)
Dropping one shuriken cannon from a Wave Serpent (10pts)
And using these points towards taking another War Walker with either 2 Brightlances in the same squad, or separate with 2 Scatter lasers, Scatter laser/Starcannon, Scatterlaser/Brightlance

and after i have gotten rid of the upgrades (exarch for WS, TL for DR exarch and SC for WS), would i then change all of the wave serpents to having SL?

It's not the best, but the most general purpose build. It can't threaten AV14 at all. So unless you want to run other options for AV13/14 (not everyone wants to use dragons or wraithguard), lances are perfectly acceptable on a wave serpent. Best if running multiples like the OP. Serpents have a better BS these days, so sacrificing some extra shots for more heavy armor punch won't kill you.
