We're looking to utilize Imperium Snipers of all sorts and Eldar Rangers.

Give me your best lists(1000, 1500, 1850, 2000, 2500)! Keep in mind, we ONLY want snipers. Other units are on a strict "only if viable" basis.

That’s going to be a little rough. Vindicare assassins are going to do most of your heavy lifting and AV work. SM sniper scouts aren’t bad, and are troops. Not sure what HQ to take with them assuming you are working within the FOC. MotF with a c-beamer?

Eldar have both a named sniper character and a sniper rifle relic. Rangers as troops. If you give the relic rifle to a farseer, you can get a lot of milage from his powers, even if it kinda violates the spirit of your list.

IG have ratlings and I think can give rifles to guys in command squads, but I’m really fuzzy on what can happen over there, not owning the books and never having seen snipers fielded in any lists.

It really depends on how you want to put your list together. Snipers are such a niche unit you are going to have a massive uphill battle against most lists. There will be some good match ups, but when your hard counter is vehicles, there are issues.

Imperial Guard can take 3 Sniper Rifles in a Veteran Squad (10 man) and 4 Sniper Rifles in a Company Command Squad (5 man, with the Company Commander being the 5th). Ratlings come in squads of 3-10 and all have Sniper Rifles. These are all BS4.

A Platoon Command Squad can take 4 Sniper Rifles, just like a Company Command Squad, but they'll only be BS3. The two Infantry Squads that are required for the Infantry Platoon could take 1 Sniper Rifle each, again at BS3. Then you could take up to 3 units of 6 man Special Weapon Squads, each of which can takes 3 Sniper Rifles also at BS3.

Unless you're solely taking Ratlings, Guard are going to have a lot of Lasguns mixed in with the Sniper Rifles.

Tau can also run Pirahna with Rail rifles, and pathfinders with rail rifles. Also braodsides with HRR and sniper gear can double as AT duty.

The Eldar sniper list I use:
Illic Nightspear
Farseer on Jetbike
Guardians w/ Bright Lance in Serpent with Scatter Laser
Two squads of 5 Pathfinders
Falcon w/ Scatter Laser
Dark Reapers
Dark Eldar Archon
Warriors with Raider
Reavers
Vindicare Assassin

Been a while since I played it so I don't remember the points value, but the Guardians stay back for a while, the Raider stays in Reserves, Illic goes with the Reapers (Split Fire and They all buff each other' survivability) and the Falcon stays at the same range as the Pathfinders cleaning up what they leave behind. The snipers JUST snipe special weapons out of squads and the Falcon does its long range thing while the Serpent moves up Turn 3 or so when enough major threats are void. Raider does the same but via Deep Strike. Reavers with Farseer support do every bit of damage they can. Blasters and Caltrops maximizing their damage output. Assassin just takes targets of oppurtunity. Sometimes I add in a pair of Vypers with Cannon and Starcannon, working with the Reavers for maximum damage output. I refuse to add in more Serpents unless I'm also adding in my Scorpions. Haven't done so yet.

Now, I have been meaning to buy a Fire Prism and a Crimson Hunter, upgraded to Exarch and with Marksman's Eye for Precision on 5+ with Bright Lances for aerial sniping, but I lost interest in Eldar for the most part and moved on to other armies. Depending on the new Codex I might have another go, but so far they have been on the sidelines and it will take a hell of a lot to distract me from my Astral Claws right now.

'crons could make an army of pure deathmarks, battleforged, since deathmarks are a detatchment all of their own. They'd be wasting some of them on standing around turn 1 since they can't bring anything on automatically, but eh.

For Tau, I'd say that Darkstrider as a sniper-spotter, or a Fireblade with a Pulse Rifle, are plenty fitting for a sniper army. The Pulse Rifle has almost sniper range anyway. Or, if you have a particularly radical pair of Ethereals, you could break the army completely;

Skitarii Rangers! Ok, so they don't have the sniper rule per se, but they definitely look the part, and at 30" with precision shots they're more or less there anyway. Besides, the arquebus is the snipiest rifle of all. Even the chicken walkers appear rather snipy, either with autocannons, lascannons or jezzails.

Actually not true, Deathmarks are an auxiliary slot in a Decurion, but do not have their own Formation in the back of the Necron book.

Sniper drones are great. 48" snipers BS5 snipers, but that's not even the best part. They can also JSJ, and the gun is rapid fire, so you can shoot while moving and get two shots off at 24"

That's not all, Co'tor. They're pulse weapons. The benefit from the Ethereal's Fire spell.

I forgot about that.

They are pretty awesome, and very under-appreciated IMO.

This is how I would run n 1850 Tau sniper list ...

2x ethereal, 2 marker drone 148
3x 10 kroot, krootox, sniper rounds, hound 300
10 fire warriors 90
3x piranhas, fusion, disruption pods 195
4x 9 sniper drones, 3 marksmen 696
2x 2x broadside, rail and plasma, target lock, ewo 320
aegis quad autocannon 100

==1850==

I think 16 marker lights are enough for the list. I lso think that you need an aegis and some broadsides. Also those piranhas have inordinate amount of firepower to add to the list.

Tau can make a respectable go at it, with their sniper kroot and sniper drones.

Max out your heavy support slots with sniper teams, you can get a total of 27 drones + their controllers. They can't match the raw firepower of broadsides, but they can be hilariously infuriating for your opponent to deal with if you abuse jumpshootjump. This combo's pretty well with an Ethereal, who's Storm of Fire totally works with sniper drones! Half range is still a respectable 24", and you're getting 81 shots.

Naturally, you would spam sniper kroot, and these work pretty well just as troops. They can do outflanking shenanigans and get reasonably good cover saves in forest terrain.

Maybe consider going double CAD so you can get more Heavy Support slots, as Broadsides with rail rifles and Hammerheads fit into the sniper theme. Also, no reason you can't add in a Vindicare Assasin or two (very easy conversion to make a tau-ified model, and thematically it fits with the rest of the army).

My list is indeed dual CAD. I fit in 36 drones, lol. And almost the whole list has stealth or can hide behind the aegis. The vindicare fits nicely but I would add a Culexus before a vindicare into the list - that way you do not have to fear psychic buffs. The list potentially puts out 138 shots at BS5 between 15-24 inches.
