So I've decided that my Imperial Guard unit will be Steel Legion. My problem at this point is: (a) Meltaguns seem to be fleepin' hard to find for the Guard _anyway_ and (b) the canon Steel Legion does not seem to have a meltagun option.

Worse yet, from what I can see on E-Bay, it looks like all of the Legion models except for the heavies have their arms and weapons already attached. Am I fated to just use Cadian stand-ins here? Or are there Legionnaire models other than the sergeant that have customisability here?

GW sell meltaguns on a sprue 5 for £6

The steel legion models look quite a lot like the forge world death corps of krieg

Depending on your budget you could just buy some of them and fit them with meltaguns.

Serves me right for checking E-Bay too much on the meltas. And that's a good point re: Kriegstroops; they look really close, and I'd only really NEED four right now. I'm even using Paskisher and Executioner as my HQ, so I don't need command vets with 'em.

The Steel Legion minis are all one piece, metal sculpts, except the aforementioned sergeant models. Converting meltagun troopers isn't necessarily hard, but it requires a dremel. The easiest model to convert is the trooper that's holding his lasgun in his left hand and is reaching for a pouch on his chest with his right hand.

If you're interested, I can post some pics of my conversions.

Please! I'd prefer to stick with Steel Legion if possible, and we do have a dremel somewhere.

I used a plastic SM meltagun. Pretty much just dremel out the lasgun, taking care to keep the left hand and fingers intact. Since the maltagun is larger than the lasgun, any mistakes you make against the body end up being covered up.

Oho! I see, yeah, that works really well. Thank you so much!
