So, one of the big players at my local gaming store has released his ruleset for an upcoming league he plans on putting on in the not too distant future.

The restrictions on army are the following:
- Must be bound
- Standard rulebook CAD/Allies detachments only, apart from armies that physically cant do so (AdMech & Harlies etc)
- Only self-allying to prevent Invisible Knights or 2++ Heldrake shenanigans
- No Formations
- 2000 points
- 2 Forge World Models max
- No single model worth over 400 points

I was wondering whether I would be better off bringing Necrons or Space Marines, seeing as how the restrictions prevent use of the Decurion, and no formations.

I would like the Internet's opinion on this matter, as I can see a lot of positives and negatives on both sides. Please note, I do not want a list writing for me, only advice on which codex to use.

I'm going to say first of all this league kinda of sucks. Clearly the player running this just wants to play 5ed again. Its doesn't even stop the broken armies like screamerstar from working.

I would go necrons. They don't need the Decurion to be good (it's a crutch more then anything) and Necrons can take real advantage of having ObjSec

The restrictions are moreso to level off the playing field that we have at our local.

For instance, we have an eldar player who owns a Revenant, a tyranid player who frequently reminds us possess 6 flyrants, and a guy who runs a 30k Taghmata force, and has been undefeated for 2 months.

Everyone involved agrees that the restrictions are for the best.

As to Necrons, that was what I was leaning toward, but I am a little concerned we'd fall short on both what we do well, as no Royal Court will mean no indestructible troops squads, and no destroyer cult/canoptek harvest means our damage output will be rather slowed.

Orikan the Diviner + 20 warriors + Ghost Ark + Overlord with a nightmare shroud and res' orb. Put the Overlord in the front to take the hits.
Necrons don't need the duricon to be indestructible .

You have an awful league, i must tell It's very restricting cause some dexes can easilly perform cheeze - eldar, daemons, for example, with a monodex without formations while others like csm, daemonkin and orks might be at a severe disadvantage without formation bonuses, dataslates and double cad.

Anywayz, both crons and sm can be great as a 2k stand alone.
