Basically a 17th century "foot knight" I'm open to any miniature company and bits, just recommend me on what I need to use

This looks more 15th & 16th-century than 17th-century, which might be the reason why your search hasn't turned much up for you. Here is a good place to start: http://us-store.warlordgames.com/products/foot-knights-1450-1500/
(As a side-note, it's probably more practical to have leg-armor than not).

No its 17th century, it is a screen shot from the Mount & Blade With fire and sword, which takes place in 17th century eastern europe
Here is a good example from Warlord
I want to make basically dismounted version of that
Actually looking at Perry again, perhaps with some kitbashing, I can make something really amazing

Much of the NVA in the early years of the Vietnam war used World War II weapons. Doesn't mean it was occurring at the same time.
Eastern Europe received the advancements in warfare much later than the West, and so used mostly outdated weapons for a long time. Anyways, the old French style of mounted pisoliers with heavy armor was definitely dying around the 17th century, but could definitely be found.
That said, I think youidiotkids idea is pretty good. Use those kinds of models for your conversion. Again, just because the box says 15th century knight doesn't mean you can't use it in a 17th century style.

I went back and did more research; and you're absolutely right. Plated armor didn't really start to disappear until the 2nd half of the 17th century. How many minis are you planning to make? There are probably cheaper places to look if you only want to make one.

I'm going to be making about 30(for a greatsword unit)
