Necrons have gone too good with decurion and wraiths so the Old Ones decided to help eldar out. They gave Eldar OTT buffs all around so that they beat necrons to going: "...entomb ourselves till this ridiculous cheeze is gone ©The Silent King".

Eldar have become so powerful that noone wanted to play them anymore and their society cracked in two: Craftsworld Eldar - the ones who had so much spare time due to everyone denying them games that they've crafted their own world of denial, arrogance and L2P arguements; and Dark Eldar - the ones who still wanted to have at least some games so they got rid of most of the stuff Old Ones gave them. They've wrapped themselves in paper armor, tore the av12 plastic and serpent shields off their Wave serpents and called them Raiders. However, the Eldar part is still within them, thus Dark Eldar draw power from tears and pain of their foes but not as sadistically as Craftsworld Eldar.
