If you give a Libby a Terminator suit, he swaps his armor and weapons out for Terminator armor and a Stormbolter. But in the options for wargear, he can take a combi-melta. Does the Combi-Melta replace his Storm Bolter?

The librarians terminator armour doesn't come with a stormbolter. You have to buy it separately.

Re-read what you get for taking terminator armor specifically for Librarians.

Note the options you're given for Librarians that says "A Librarian in Terminator armor may take one of the following"

Really? Doesn't the Chapter Master's Termie Armor come with a Storm Bolter? If not, that seems rather strange.

Yes, the Chapter Master gets the armour, a stormbolter and a power sword.

The librarian just gets the armour.

It's cheaper for Librarians to upgrade into Terminator armor by 5 points than it is for Captains, Chaplains and Chapter Masters. That's the exact cost of a stormbolter, so go figure.

Which now that I think about it, is kind of dumb because the upgrade for captains and chapter masters comes with a power weapon as well while the Librarian and Chaplain already have one yet still pay the same cost.

I think it has to do with the Librarian Terminator model not having one. At least that is what they did with the "GK" one.

It wasn't until 7th edition that there was a psychic phase. In previous editions, there really wasn't a need to have a shooting weapon as you'd often be attempting witchfire powers instead. So, I think it's a holdover from what would have been a totally fine option to have in previous editions.

Hasn't been changed in Blood Angels, though, so I doubt it's going to change in future books too.

The model does have one. It comes with three left hands, one of which has a storm bolter.
