If you just want a bunch of guys with guns, look no further than the original Warzone plastics, now sold by Prince August games. Insane value, loads of minis, and they paint up surprisingly well!

I've used Dark Eldar Wyches, Dark Elf Witches, Catachans, Cadians, Vampire Counts Grave Guard and even some Empire soldiers as Cultists.
Don't be afraid of using regular Warhammer infantry as Cultists, or you could end up missing out on some awesome conversions.
These guys in particular would make excellent cultists, I think:

Buying a box of ghouls and a box of flagelants and mixing can bring good results. Same with mixing beast men plastics with those kits. Many skaven and even choice ork bits work wonders also.
Also don't underestimate the power of head/arm/weapon swaps on existing cultists models: cutting off two cultists bits and swapping them to add variety is an easy solution and only requires some glue and a sharp hobby knife.
Add in some mutation sprue bits, chaos marauder arms/weapons, to have a tentacle or mutation here and there, etc. Subtle is often better and allows you to add variety while still keeping a unified look to the army.

You're willing to spend almost $60 for only 5 Cultists, who will drop like flies to flashlight fire? Dayum. I guess if you got the funds for it.
Anywho, I've got plans mixing Catachan and Cadian bits, probably with Pig Iron heads. I still need a suitable torso though.

I believe those are bigger than marines, for khorne cultists one of my group has used chaos marauders from fantasy, they're a bit more scale appropriate. Of course you may just want giant cultists

I was thinking more in the lines that they fit the theme. You would not use the whole model just bits you can scrape together about 20 cultists from the bits alone.

They're not just taller than a marine though, everything about them is bigger, I can't imagine their parts would mesh very well with ordinary, human sized cultist models/bits (even allowing for GW's heroic scaling).
