I've never owned any iteration of a Chaos codex so I was just curious when do you actually decide which type of chaos each unit is?
Do you have to decide during list creation, or is it more mutable and you can decide at the beginning of the battle?

Each mark has a different cost so it is decided on the list building.

The chaos gift mutation, is paid at the list building but rolled before the game starts on the table of the gods.

Every character in the codex has champion of chaos rules (except the Daemon Prince), they roll each time they slay another character on the table of the gods so this is completely random and can boost the model through out the game

and for this reason, I really like playing summoning daemons. It let's my bring a largely unmarked (generic) army, and summon daemons to fill the gaps.

To some degree even the type of magic you use is going to be affected by list-building, as there are god schools of magic that are restricted by the Mark you've chosen. Except for Khorne. The Blood God has no time for foul sorcery!

As for the sweet tats, you just paint those on.
