A skimmer can be forced to end its move over models during a tank shock or ram over friendly models that results in a 'Stunned' result or doesn't destroy the enemy vehicle.
So there is a time the rule is relevant without DS.

Except that the more specific "Tank Shock" rules, quite specifically, moves those models out form under the tank.

Yes they do!
So if you vector lock a flyer, and can get somthing 18" in front of it, consider it a free crash and burn

Keep in mind that vehicles (which includes skimmers) measure from the hull, not from a base. You can put whatever size base you want on a skimmer, because at no point does that base actually count for anything.
If any part of the hull of the vehicle ends over impassable terrain, or within an inch of an enemy model, or on one of your own models, it counts as a mishap.
There's something about that that particularly bothers me. Flyers in Hover mode are Skimmers...
