I am looking to start 40k and have a dilemma. I am torn between tau, space wolves, blood Angels, and tyrannids. I like space wolves and nids because if new editions come out they can play the cc or shooty game so you wouldn't be shafted like tau were until 6th ed came out. I love mobility and tau seem like the perfect example. They also have more diversity in the current codex than nids or SW do. Any advice? I like Eldar as well but have ruled them out due to them being op and not wanting to be that guy.

Start at least two of these. Include Eldar in your list of choices. If you can't find people to play you have a second army to loan each game to a new player.

Consider White Scars as well. Wolves are good for mobility, especially when using Thunderwolves.

Eldar aren't so bad, if you don't spam scatbikes, (which would be difficult for a newb to do anyway) or run Wraithguard and the WK (which aren't very mobile anyway). Aspect Warriors, received very nice buffs and Warp Spiders look like tons of fun.
I'm gonna throw Dark Eldar into the ring as a mobile army due to fast cheap good transports, Reaver jetbikes, and Jump Infintry/Beasts.
Tau might be getting updated soon so I'd be on the fence about starting them. Nids I don't feel are terribly mobile because you're either running a crap load of units or big bugs. I don't play any marine flavors because I find them boring.

Try YAWN... some YAWN.... Eldar YAWN....
You'll be very unique.... YAAAAWWWWWN.
Ravenguard, Dark Angles, White Scars, Dark Eldar, Orks or Eldar (YAAWWWN).
Space Wolves are a great place to start. Thunder Wolf Cavalry will keep your model count low and can be combined to form a scary deathstar. Not the best list but fun to play.
Blood Angels are also a good place to start.
Pick up a Xeno army as your second army. Start with the marines.

In all seriousness, SM are one of the beginner friendly armies to use, as they don't rely on cover too much. They can also ally with each other as Battle Brothers so you can pick and choose from each chapter what you need to cover your weaknesses. Particulary nasty combos are Draigo with Centurions.
Xenos are tougher to get a grip on, aside Necrons who are extremely durable, more than SM. Yes, even Eldar are tough to get a grip with ( DE in particular) as all their units are fragile, aside the MC they have. Play them wrong and the army will be wiped off the table. Play them right and you'll win a lot of games, even without spamming.
I would hold off on collecting Tyranids and Tau fpr the moment, there are rumours these Codex's will be updated later this year, so the ideal units to take may change.

There are reasons most players, especially long term players, start with some flavor of Marines.
Go with what you like the feel of most.

I was making a recommendation based on the preferences listed by op. I've heard a lot of complaints on the competiveness of Blood Angels. op stated that elder were out due to over poweredness, I was listing mobile options that aren't op. TWC is quite good and highly mobile but it looks like the rest of the army is kinda static to me.

Any SM force with Rhinos and Pods can be mobile. 35pt Dedicated Transports might not go toe to toe with other vehicles, but certainly make your infantry mobile.

I have always liked the fluff of the primarchs but at the same time liked the xeno armies better because they are not as generic. For tau it is all about the suits for me, Eldar it would be a unit or so of jetbikes 1 WK, and the rest mech such as wave serpents with fillers. I have always liked the look of mech armies specifically wear and tau tanks. Which armies have the fun factor that are mobile that I have listed? I don't want something really boring? The appeal for nids is they should be able to change with the meta cc or shooty same with space marines.
If I go tau I am thinking something like the following to start.
3 crisis suits
2 devilish with firewarriors
1 broadside
1 riptide

Just my two cents: As stated before, go with whatever interests you. There's plenty of Wiki's and books out for the different army's lore. I like Tau because of their Mecha Focus mainly (Granted I rather like their supreme optimism of the "Greater Good")) Do a little research into all the armies, and find out which one you would rather enjoy the lore of more then the others. Crisis suits are the Tau's Bread and Butter. ((Despite being Elite choices.)) Get the Farsight Enclave, They field crisis suits as Troop choices. But it will get expensive, $$$ wise, Quickly if you go with suits. Riptides are currently the strongest unit for Tau. Firewarriors are good Dakka. And good for taking objectives when paired with a devilfish. Broadsides are very versatile, they are still your goto choice for heavies. A Missle-side ((High Yield Missile Pod + Smart Missile System + Velocity Tracker)) is a great anti-air / moderate Anti-Tank unit. With a Heavy Rail Rifle, they are good at killing moderate sized single units.

Tau are awesome. Unfortunately, they don't do mech well. Devilfish cost way too much for what they do, and Fire Warriors don't need transports.
I don't think Eldar are what you're looking for so much. Dark Eldar are the excessive speed ones, although aren't that versatile. Craftworlders have more speed than most other factions ('caus Eldar!), but not as much as their Dark City brethren. They can do mech, but its more about battle tanks than mobilizing infantry.
IG and Necrons are probably some of the most iconic mechanized infantry. But neither tickle your fancy, it seems.
By SM, I didn't mean just vanilla. Blood Angels and Space Wolves both have a lot of flavor (Edward or Jacob?). But even with vanilla, look more closely at chapters. UltraMarines might seem generic, but White Scars are quite unique, in their Space Huns way. Raven Guard (and Raptors) have a very fun spec-ops "reasonable marines" feel to them. And Salamanders (or Griffons) will get up close and burn the alien, after melta melting their tank(s). Chaos Marines are another set of Marines that can be quite mobile, and quite distinctive. To say nothing of any custom chapter you build being as compliant or unique as you want.
If you like Xenos, go Xenos. Lots of options. It almost sounds like you're trying to rationalize yourself away from mobile Tau, though. Automatically Appended Next Post: Too many Broadsides or Fire Warriors/Pathfinders can lead to castling a lot as Tau. Which is effective, but not mobile. And many would say not fun.
I'd avoid the Riptide until you know you want one. Its a big nasty model, but many people don't enjoy playing against it, and can shoot from so far away it doesn't really need mobility.

No I like the looks of so many I just haven't stuck with one army. I have had many armies and models but never took the time to put them together and play. I thought about cribs with night scythes and immortals as they look awesome but just seem eh to play after watching bat reps. If I played Eldar it would be something like the list below. It would still be faster and mech ish. Basically it's between shooty or pick an army that could go either way if the rules swing back to melee as king.
2 wave serpents with dire avengers 5 man squads
6 bikes with 1 being a Fraser hq
Wraith knight
Then add in fire dragons and scorpions when points get higher also in serpents.

Dark Eldar have lots of speed (which was stated above) and lack "That Guy" syndrome. They can do shooty or melee but require some skill to play.
