I mean there is a chance he was around when they were invented and could have a forge world in the EOT cranking of titans 24/7 . I know chances are very low but something cool to think about.

Sorry for any misspelling of names I'm at school and don't have access to wiki or anything to fact check as of now.

He would have had to have been there when the plans were first designed, first implemented and the first prototypes were constructed and been in a position to collect that data to then teach mortals in the EoT (which did not yet exist) how to build them.

Since this doesn't seem to be the case, I think we can safely assume that Belakor does not possess this knowledge... simply because the galaxy + the Warp is a very, very big place and he cannot be everywhere at once.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

Why? He's an immortal daemon of Chaos Undivided. He cares not for the petty concerns of mortal warfare.

He could have. But that would involve him going out of his way to learn about something that would be of zero interest to him.

It would be like me looking up the latest developments in electrical grid management in London. Its pretty important, but not to me. It would just be a waste of my time. Even if I had all eternity, I still be missing out on many more interesting things which are also happening now.
