Looking through the codex entry for the Thunderfire Cannon, I cannot find any rules stating that the Techmarine must man it in order for it to shoot.
Does that mean I can take the cannon, and put the Techmarine in a LR/Stormraven and still fire off my artillery?

No. It's an artillery piece, it has to have the techmarine gunner with it or it stops working.

TFC is a unit consisting of a TFC and a Tech marine if you look at the TFC Page.
how can you be in coherency if you are on a plane.
Also take a look at the artillery page and just the profile of the TFC it self as it has no BS.

I'd also like to point out that the Techmarine Gunner has the Artillery unit type, and lacks the IC rule, so he couldn't really leave if you wanted him to. You won't find rules in the TFC stating he must man it since they are in the rulebook, under the artillery section.

Covered under the rules for Artillery - if there are no "Crew" remaining (in this case, only the Techmarine counts as crew) then any "Gun" models (in this case, the Thunderfire Cannon itself) are removed automatically. Any Independant Characters that join the unit do not count as "crew" (even if they are a Techmarine or Master of the Forge themselves!), and may not fire the gun.
