Subject: colonel schaeffer and the last chancers?

Ive been out of the game a while so I was wondering for IG can you still use colonel schaeffer's and the last chancers in a tourney or with friends or are they no longer useable?
And if they are are they any good?

I'm afraid the unit no longer exists, not even in the generic form of the Penal Legion squad. You can still use the minis, though, perhaps as a Command Squad or similar.

GW has ADHD.
Or, more accurately, GW is updating it's whole range to plastic, models that don't sell enough to justify the cost of transition get cut from the Codex in case other third parties start making models for them.

I use em as one of the many boxes that make my IG up but no, they don't have official rules.
I use them as the two catachan characters plus a commissar and buy weapons upgrades for a couple of the others.

That's not what happened here - GW still sell Shaeffer's Last Chancers;

The Last Chancers were, and still are one of the few times when GW's 'Forge the Narrative' philosophy actually holds any water.
If you have them, and the 3rd edition (iirc) Imperial guard codex with the rules then with friends there is no reason why you cannot play a battle with them versus 1500 points of whatever.
I've not encountered many people who will refuse a battle against them, even with the outdated rules (TFG being the main culprit).
The last chancers are the epitome of the beer and pretzels style gameplay, because even if you lose, you win!
Past that, in a normal game, you could probably use them as veterans, or to add character to existing units
