I just got the cryptek verson of my codex through! lovely looking book, but i dont know where the rules are that give the armywide +1 RP roles? can anyone point this out?

It's in the Decurion section. It should be a force organization table showing a Reclamation Legion being required, and the 1-10 Auxiliary detachments, plus a Royal Court at 0-1.

So i need the Shield book to use the decurion section? its definitely not in my book, but ive got alot of fold out sections with the cryptek edition ive not looked at yet

No you don't. Those rules are most assuredly NOT in the Shield of Baal book.
The decurion is right before the army list entries. There should be a diagram showing all the formations and auxilliary choices and the rules are smooched in there somewhere.
I've never seen the Cryptek version, but I thought only the cover was different?

It's gotta be in your Special Edition Necron Codex.
Look for a 2 page spread with an Org Chart for the Decurion. On the right side of the spread, look on the bottom. +1 to RP, and Vehicles with Living Metal ignore Crew Shaken and Crew Stunned.
