So Kyoto Secundus and her clone sister Kyoto Secundus Prime have been watching a lot of Thomas the Tank Engine and learning valuable lessons on the difference between wide guage and narrow guage railways and that diesel engines are evil and steam is good.
And it got me thinking...
About an army of those dune crawler things each with an uncanny valley face on it
And led by this guy
Once he's been suitably grimdarked with cyber arms and such.
Anyone make a good fat dude in a top hat or at least a head I can use?

A quick google search shows quite a few, have you tried his original name of "The fat controller"?

One of the interesting facts about wide gauge is that when Great Western Railways were eventually forced to convert their system from wide gauge to standard it took them only one weekend to do the 300-ish miles of line from London Paddington to Penzance.

I'm sorry I don't understand "interesting fact" and "wide gauge" in the same sentence.
Anyway at my old job we had these brass gromets that were the PERFECT size for 28mm top hats. I might even have a few in my bitz box in storage but I have no idea where I'd get just one...

Heh!
Jasper Gutworth maybe, with a hat extension. A few other, more specifically top-hatted minis about, but not much fitting the general look.

Sidebar: why is the clone sister designated "Prime"? Shouldn't that be used to identify the original?
....
That is all I have to contribute.

IIRC in geometry when you reflect a point you name the original point A, then the reflection point A prime, so the clone sister is Kyoto Secundus Prime.
Right now I'm thinking of using the second head for the Tech Priest Supremicus Awesomus Overpricedicus
(lower right)
With the fat boy body from the Brettonians and lots of extra arms from the Rust Stalkers and battle Servitors.
Should be fun little experiment even if no one but me gets the joke.
Doinig the walkers as Thomas and Friends will have to wait a while.

Just had my memory jogged. No obvious top hats, but would any of these suit?

Heresy Miniatures do a Vampire with two separate heads - one has a very natty top hat and circular shades. It's more of a stretch but perhaps a base for some fun modification.

Also, gotta say that basic hats aren't too difficult to sculpt, if you take it in steps.

Lionel makes a Sir Topham Hat in O gauge, but he appears to be around 2 inches to the top of his hat which would probably translate to around 35mm scale (to eyeline)
