Plenty of people suggest that it was just as planned by the Chaos Gods so they could have constant war but what if it was just as planned by the Emperor. I mean he was definitely prepared for when he was almost dead. After all this is a guy who had prenatural senses. Maybe he knew that this would happen but didn't know it would be Horus. Maybe he thought it would be Magnus hence sending the Wolves after him.
If you think about it the Heresy was good for the Imperium. The loose ends would driven out and all those who held resentments both in the Legions and the populace giving them thousands of years of "relative" stability. And besides someone needed to man the Golden Throne, and his spirit gets projected.

The Emperor planned to unite humanity across the stars, destroy any and all Xenos and induct humanity into the web way prior to helping humanity ascend.
At best the Emperor planned for a scenario where he would create a stalemate but I'm pretty sure it didn't involve him as a corpse on life support for 10,000 while everything he worked for slowly eroded.

Not really - any plan which involves the planner dead is IMO a bad plan!

Couple of things here - 1, he planned the golden throne for Magnus - not himself. Magnus was meant to power the astronomicon. He sent Russ to return magnus and the 1k sons to terra due to them practicing sorcery. Their "kill" order came from Horus - not the big E.

Good - not really. Absolute power corrupts absolutely which is exactly what has happened from the time he was placed in the golden throne. Countless human lords have rebelled and had to be put down. The galaxy is no longer unified under 1 vision which has allowed the xenos to regroup and wage war on all fronts which the imperium can not hope to stop simultaneously in its fractured state. As previously mentioned - once the crusade was over, it was Magnus who was supposed to man the throne for the beacon.

I don't think it would've been planned in-character, but obviously the writers had the Golden Throne as "the end", long before they had to start thinking about how and why things got to this point, even long before they had to think how and why there are even "evil" and "good" Space Marines in the first place or before there were things such as Primarchs to help explain the latter conundrum.
Hence the stories they wrote to arrive at the status quo of the Imperium as it exists often feel sloppily railroaded to get there.

In William King's short story "The Emperor and Horus" (from long ago [1990]), which is written from the Empror'point of vue, it is said that the Emperor' precognition powers are clouded, he couldn't know how the Heresy would end.

I don't believe he planned for the stalemate, but it was the best option available to him at the time. As his future sight had failed him, or was denied to him, he couldn't have known that if he had held out longer the Wolves and Dark Angels would have joined the defenders at Terra.
Much like with the Acuity, I think that Chaos played everyone.

I dont remember which, but one of the HH books has the Emp sitting on the throne, not being able to see past a certain point. Whether thats from Horus Khaosing him or Oli fulgariting him, so he loses his power in the future so cant see beyond then. No one knows.... yet.
