Get a box or two, plus some cheap plasti card and make a bunch of small ruins and buildings, just one story each, scatter them around the table.
Before too long you might have a whole city ready to go.

Add some 1/43 or 1/35 scale diecast cars, bang them up and paint them a dull color. They can provide some low cover or flip them on the side for something higher.
If you're looking cheaper but more work, a $5 sheet of foam core+a razor blade can make just about any sort of wall or building you need.
Maelstrom's Edge has a useful little terrain spure coming to dress up all those flat surfaces.

And print out some WWII propeganda posters (or some
40k spoofs of them) to glue over everything.
Also look at getting some blue insulation foam and a good hot wire cutter, it can them be shaped into all sort of interesting rock formations.

Find interesting rocks of different sizes, maybe use plaster/spackel to put them on bases, maybe not.
