On the wargear page. They're saying it can do it because your just upgrading the missile launcher not the model effectively. Can a few more people chime in please? Need loads of people to serve as the best thing I've got to serve as proof

I would say no, they cannot. The language for the Missile Launcher tells us that some units have the ability to purchase the flak upgrade, and the Dev Cent datasheet includes no such option. In comparison, Eldar Missile Launchers have the ability to fire flak missiles without upgrade.

The Wargear page is only available to models that have the 'May take items from Blah Blah'. The Centurion does not, it can only 'replace with a missile launcher'. That does not give it an upgrade option in some separate list.

If it's not in their options for an upgrade then people are cheating
Giving a model effectiveness it shouldn't have because if its options is pretty blatant. Now, if you're okay with that, its a different story, but its not something is "legal"

Depends, if the entry says it can take a missle launcher I believe it comes with flak as standard.
In the AM book, it says buy a missle launcher with frag and krak. Then the flak is extra points. But in the sentinel it says can upgrade to a missile launcher and doesn't specify which missle types so my flgs says it has all the missiles as that is the full profile for the weapon. Don't know what the new SM codex says but thats my interpretation of the rules for it.

From the rulebook

'all missile launchers come with frag and krak missiles as standard, and some have the option to upgrade to include flak missiles.'

If there isn't the option to upgrade on their dataslate, they can't use them.
