I'm looking to build the strongest nurgle chaos marine list without using typhus...what would people put in it? Terminatos? Nurgle Spawn?

Nurgle Bike lord with pf+lc and ride with 5 nurgle spawns. Add 1 more squad of 5 spawns.
2 squads of plague marines as troops choice. 2 meltaguns, champ with melta bombs and each ride inside of a rhino with combi melta.
3 squads of 3 nurgle obliterators.
maybe a Helturkey as your 3rd fa slot.
Use 3 remaining elite for termicide.

Nurgle Bikers are also a nice choice also for one of the FA slots. You can put two meltaguns and melta bombs in a unit there too. which leaves the versatility to run plasma or flamers on the PM squads. As much as I love obliterators, you can get more bang for your buck out of a AC LC Predator for one of your HS slots.
With so few models you will have running Nurgle, a heldrake would be a very good call. It'll be able to get around more efficiently without tripping over your troops.

The netlist has been Lord on Bike with Blight Grenades, squad of Plague Marines with Plasma, 15~ Cultists to bubble wrap Obliterators and protect from things like Wraithguard, Fusion Crisis Suits, any other precision drop models, one big Bike Squad with Melta, one squad of Spawn, one Heldrake, two Maulerfiends and a squad of Oblits. MoN on everything but the Cultists. Add Plagues and other upgrades for flavor.
If you're in a place that allows self ally, adding in another squad of Oblits and another Heldrake helps a lot, but that is an outdated house rule and I don't see it much anymore. Adding another CAD for it is a lot of points, but havi two squads of Cultists protect the Oblits isn't a bad move. Two Assault buffers, and I've used 35 Cultists to block off a table quarter and limit flyer mobility. Pissed my opponent off.
