Are there rules for the stormraven having a pilot? Does the techmarine pilot have the "Blessing of the Omnissiah" rule?

Just because the fluff says that it has a pilot, and that the pilot is a techmarine, doesn't mean that you can use techmarine rules. If you want a fluff justification for why he can't, perhaps techmarine pilots are chosen based on their piloting skills and so aren't as good at repairs as other techmarines. Or perhaps the pilot is too focused on piloting. Or maybe he's too busy Forging a Narrative.

I was thinking of him repairing the Stormraven specifically.

He'd still have to get out, no other way from the cockpit to the rest of the bird.
