Was looking at taking some Eldar allies, and it occurred to me that a warlock conclave can be taken as the HQ choice..

Then for a warlock conclave you can just take one warlock..

Nope. Off the top of my head Warlocks are not Independent Characters however, so it's a very squishy and vulnerable 35-point Eldar HQ choice.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Let me give you a correct answer to your actual question: yes, yes you can.

A warlock conclave is an hq bfr(and thus an hq choice for a non-formation detachment). A single warlock is the minimum for the conclave. Therefore the single warlock is a valid hq choice for your foc.

Since you stated you are taking eldar as allies i assume you are either taking them in an allied detachment, or a second xad; so the lack of warlord trait for the single warlock in the conclave does not matter.

The lack of ic only matters if you were expecting it to do much, but as you are taking it as a cheap hq just to get the other units you clearly do not care about its survivability(so keep it cheap, no upgrades).
