Dev. Centurions have "a Hurricane Bolter"
A Hurricane bolter "consists of three twin linked bolters fired as a single weapon"
And one weapon upgrade for dev centurions is "any model may replace its hurricane bolter with a missile launcher for 10pts".
A guy says that they can swap each TL bolter in the hurricane bolter for a missile and end up with three missiles in addition to over 9000 grav shots. I believe the Hurricane bolter is one weapon, and they upgrade that one weapon to a missile, and therefore have one missile.
The unit entry text is pretty clear on that one for me, but I figured I'd toss this question to the lawers and see what comes of it.

If he tried replacing just one bolter from the hurricane, he'd no longer have a hurricane bolter and would no longer be able to purchase the upgrade. Also, one hurricane bolter is 3 bolters, no more no less. So swapping one hurricane bolter requires swapping all three bolters that make up its composition.

You are right. The rule is quite clear.
Any centurion may replace ITS (meaning it has only one, otherwise it would say one of his) HURRICANE BOLTER (not twin linked bolter, but clearly the ensemble) with a missile launcher for 10 points.
The guy you mention is trying to cheat you or needs to go back to school.

If he's trying to replace one of the Hurricane Bolter's three Twin-linked Bolters he's not replacing the Hurricane Bolter and there's no allowance to replace one of the three Twin-linked Bolters that comprise the Hurricane Bolter. It's that simple.

The weapon you have is a "Hurricane Bolter" - you can swap that for a Missile Launcher. That's it.
That a Hurricane Bolter is fired "like 3 TL Bolters" has no relevance here since that is just the weapons profile for shooting - it always remains a single weapon. A weapon destroyed-result will also destroy the entire Hurricane Bolter.

Yeah it's not a completely silly question - sort of working in the opposite direction is that any special rules that apply to shooting Bolters will apply to Hurricane Bolters because we're told they're fired as three Twin-linked Bolters, but as you see it's still one weapon for what you're asking

If you really want, you can go ahead and let him do it;it will have no effect other than granting a total possible 2 missile shots and costing 30 points for that.
I mean it is still not a correct upgrade(nor series of upgrades) for the reasons listed above but, the shooting rules make it pointless anyways(cents can only fire 2 weapons and that much is granted via special rule)
