As a long time IG player (since 4th/5th) I can quite safely say that we have never been this weak before. Ever. Right now our units are being purchased with 5th edition stats and 5th edition prices in a 7th edition game. Out Infantry are almost useless and we had better not be paying for that 5+ save because the only time we ever get it is when the enemy charges us and does not have some kind of fancy flashy weapon and even then it is temperamental at best.
As of so far I have found but one solution to these issues:
Camouflage camouflage and more camouflage.
Every unit, every section, every infantry man and tank in my army has camouflage gear. I stopped running platoons because they couldnt take camo gear (and they are hideously over priced) and now I only run veterans. Everything I have finds the biggest and nastiest cover it can and goes to ground in it. I quite literally average a 3+ cover save with EVERYTHING. And so far it is the only thing stopping my army from being tabled by turn 4.
Space Marines can put a lot more firepower downrange and even negate my cover. Tau can run rings around me. Eldar.... Dont even start me there.
But whilst my cover may be ignored by most things (unbound armies of LOTD quite literally make me rage) it is still something. Some precious save with which to cling too. And I will use it no matter what.
However we IG player need a buff. A major one.

2nd edition. IG consistently were tabled by virus grenades. They were the only list with no defense. Small consolation, I know, but this is NOT the weakest the IG has been. And you're STILL better than BA. Think about that for a sec.

I run a Coteaz+blob setup myself and find one of the greatest strengths of the army is just how cheaply you can get psychic points.
My list includes:
-Coteaz, 50pt/Psy charge
-Inquisitor Genericus, 50pt/psy charge
-Two min squads of 1x psyker 2x henchman, 24pt/psy
-Astropath, 25pt/psy
-1x Primaris, 37pt/psi
With divination, one of IGs greatest weaknesses can become a strength: vehicle squadrons. You can twin-link them, grant them invulns, and it affects the whole squad. Also, my list includes 4 Obsec chimeras and 1 vendetta dropping a suicide pcs for my objective nabbing needs.
My matchup tends to be favorable vs Eldar and SM (especially drop pods/Skyhammer) and decent vs green tides (with priest psykers and inquisitor grenades you can slug it out pretty good) but below average against flyers especially flyrants, and knights.

They're better at objectives than you. And also no you can't lol. Best I've managed against multiple flyrants was splitting my squads into 10-mans, and camped in cover while forcing ground checks on all of them every turn with lasguns. I managed to kill 2 out of 3 but the game was definitely lost. One I got lucky with a force attack with Coteaz and the first, Pask was still alive and miraculously in the perfect position to one-shot it with his Pasky goodness.

Tbh what ran me out of men was the melee. Those stupid flyrants are just brutal against AV10 facings, that was the real problem. Flyrants gets an AV10 facing vs a vehicle squad it gets ugly fast.

Yep, I hate flyrants too. I have come to dread fighting nids anymore, because every game for the same way. I blast apart most of his stuff with ignores cover orders on the blobs and then take out other stuff with the tanks. Then the rest of the game is basically them hiding little termagaunt units behind walls on the other side of the board, and flyrants zooming around, and being unkillable nonsense.

As a Current Guard, former player of Blood Angels, [prior to the current SM codex being released] I can say I would rather play BA right now. BA have mobility. While they suffer from not being Vanilla Marines, they still are much better than Guard. Guard have no mobility in an edition that favours it. Their vehicles are weak, with nothing being particularly related to HP. Krak to the rear armour puts paid to most any vehicle. And that's the real crux. With low mobility, but still being forced to move to objectives, we're sitting ducks. There's no way to regain control of a game. On top of that, we lose firepower on the move, so we cripple offence while exposing our weakness. BA don't do that. They can move, literally Fast, and still output firepower. And they hypothetically want to be in an assault, where Guardsmen want to avoid it like the plague. BA are bottom two for MEQ, with Chaos Marines, but they aren't bottom of the codices. Bottom 5, but not bottom.
