Most Wanted and the Firespray are a great starting place. Kath Scarlet is especially good as already recounted ITT. The Star Viper is a more controversial ship but Guri is probably its best pilot. I know it does not seem super exciting but his best bet for a further purchase is another Most Wanted.

I'd second this. The Z-95 and Y-wing are Scum workhorses. The other thing they can do is track down a KihXCXzxzrwvx, which neatly fills in the gap between the two in cost.

Get a most wanted or 2, basically just get a second Y wing. Y Wings are workhorses for scum, they can mess up anything with a proper support ship. Big ship+ 2 btl-a4 y wings with ion cannons is a very common variant, with the best choices being boba fett and IG88b. I prefer unhinged astromech, as it makes Y Wings unbelievably fast and mak s like half their moves green, but I know others who swear by the R4 as well.
The other common theme is two big ships, either a pair of IG2000's or something like slave 1/ig 2000.
Of course, you could always go full slow and take a ton of z95's with feedback array. Commonly referred to as bugzappers, they're stupidly effective if used right. My favorite setup at the moment is 2 with two warthog Y's and torkhil mux, and soon it'll be 5 bugzappers and Mux.

Ok...
After a few games with what I have, I realised I'm playing in a Scum heavy meta with a bit of Imperial and a splash of Rebel.
I used:
Emon
Andrasta, 3 Prox Mines, Ion Cannon, Sec Droid.
2x PS2 Y Wing with Ion turret and Unhinged Astromech.
Emon did nothing in every game. His mines while accurate couldn't do anything vs the plethora of big ships.
The Y Wings though, were outstanding in every game.
I entered into a tourney and suffered my first two defeats ever and won in the last round. So I'm still undefeated against Empire.
One thing I have realised is that the most important purchase after the Most Wanted box is another Most Wanted box. Just for the Z95 and the cards. It's still cheaper than buying 2 Rebel Z95.
Also, StarViper is not good. It's paper thin and dies really easily. Two other players had them in lists and regretted it.
Double Spray and Brobots work really well too.
Might try a Spam list or try another list with Kath instead of Emon who was very mediocre in every game I played him.

I'm not primarily a Scum player, but I have learned that yeah, the Star Viper doesn't seem worth it to me. Kath Scarlet is really good, I've used her twice now and both times she has done a lot of work.

Words you will rarely to never hear me say in any other context:
I'm actually partial to Boba Fett. The rerolls are pretty sweet, and he gives me a good excuse for a Deadman's Switch. Because if you're going to shoot for Range 1, you might as well go out with a bang while you're there.

I've been toying with a list containing Boba Fett (Firespray) w/Vet Instincts and Ion Cannon, N'Dru Suhlak (z95) w/Hot Shot, and Dace Bonearm (HWK) w/Ion Turret, K4 Security Droid and Determination.
The first run thru I used Laetin A'shere (M3-A) with the heavy Scyk title and Mangler Cannon instead of the z95, and it died so quickly, I replaced it in the 2nd run. I still won pretty handily, but just didn't like the Scyk for that list.
The 2nd run thru was against a BBB list, and it worked beautifully. Slammed Fett into their midst as quickly as possible, keeping Dace in behind, hitting targets that Fett has stripped some shields off of previously, using the Ion Turret to ionize, then using his pilot ability to do more damage. A 1 or 2 green maneuver next turn keeps him behind his original target (who is ionized and can't K-turn), removes the stress, and gives a target lock so he can just keep doing 2 damage until the target is dead, then move on to another target that Fett has softened up. I use N'Dru Suhlak to go after stragglers or to support Fett from the other side of the battlefield. The Hot Shot is just there to throw out 4 attack dice when my opponent least suspects it.
If you opponent is unfamiliar with Dace, he will completely overlook the lowly HWK to focus on the Firespray. If he IS aware, he'll put too much attention on Dace, leaving Boba alone to wreck face.
