i am not teribly well versed in my IG fluff but my regiment are from the same world as my SM chapter. the world is ucion and in the lower atmosphere it is incredibly hazardous because it has poisonous gasses. the people there live on gigantic walkers similar to imperitor class titans. water is scarce on the planet so the titan-city-thingys will walk around until they find a body of water, and then suck it up and store it with tubes in the feet. the people eat food from minerals that grow on the ground (and it is penal labor to be a miner). the goverment sends out food packages to the people and seeiong as the planet has a large amount of the minerals and it doesnt take very much to feed someone on the planet hunger is relativley scarce. unfortunaltey the minerals are poisonous exept to those who posses a special gene (wich makes the inquisition suspicios) and evryone an the planet has the gene.
The ucion proud favor lightinng assaults that use valkeryis grav chuting guardsmen to there target. they also are on good terms with the imperial navy and frequenlty have avenger and thunderbolt fighters.
they are good at aeireil assault because back when there was the cities had to fight for water that was the only was to assault such a large walking city

thats my fluff. as for models i have my army favoring flyers because some guy at my FLGS sold me 3 valkyries and 2 of the forge world fighter thingys for 300 dollars so lots of flyers.
i am wondering what army list i should use (death korp? elysian? normal dex?) and if anyone wants to give me suggestions for my fluff that would be appreciated

Elysian sounds like you could get more use out of the flyers. It also limits the amount of actual tanks you can take, but from your fluff, it doesn't seem like the regiment uses many.
Why are the Navy and the Regiment so well acquainted?
Do they fight alongside the Astartes much or do they find themselves split up?
How are men recruited into the regiment?
Favoured special and heavy weapon?
Seeing as the water has dried up, perhaps only older guardsmen remember the aerial tactics. Are these tactics dying out as the old-bloods do and the new guardsmen instead use traditional tanks to suit the ash wastes, or are the tactics handed down traditionally?

only the older guardsmen teach the new people the startegy and how to use grav chutes.
the regiment drafts guardsmen. anyone from 16-50 is considered fit for service.
they do not fight alongside the astarte as i play my astartes with slow tanks thunderfire cannons etc so i dont think it matches up very much.
i didnt know i was supposed to have a favored special weapon.
i dont know why they are such chums with the imperial navy. i just want to use my cool FW flyer thingys and my friend told me they were imperial navy

Seems fine. You don't need to worry about specialist weaponry, it's just that many regiments have a favoured weapon, like Catachans with flamers and Tanith with snipers.
The Navy could be grateful for the guardsmen's effort in repelling boarders?

Is the regiment a veteran regiment, or are they deployed into meatgrinders?

they are mostly veteran.

they try to prevent meatgrinders from becoming a thing because they tend to not have as many soldiers so they cant just SEND IN THE CONSCRIPTS!
