Maybe use hot glue hanging in threads from the branches of plastic tree frames, then cover the strands in a fine flock?

Id sugest ripping up bandages and draping them over your trees with pva glue and a bit of fine sand for texture before paint.. Similar to cam netting techniques but with smaller bits

Check out Super Moss on ebay. It's made for doll houses, but would probably work. Or you can go to your local florist. I bet they have similar stuff for much cheaper.

I messaged a dude I'm friends with on Facebook... Great guy... Does great miniature work... his name is Seth Amsden... I asked him about what you were looking for... here's what he said:

To make Spanish moss I get pillow batting and pull out long wispy strands. I soak the strands in a 50/50 mix of white glue and water, and then hang them on tooth picks to dry. Once dry, I airbrush them the color I want, then clip pieces I want to use off the tooth pick and glue them (with pva) to the tree.
