So I am thinking of running a Divination Librarian alongside my Devastator squads. My question is if Terminator Armor is worth it on a Librarian. The new model is pretty awesome looking, so I wouldn't mind picking one up. The added protection is good, plus TDA is basically one of the only ways to get an Invulnerable save on a Librarian.
Also, is giving the TDA Librarian a Storm Bolter worth it?

The thing with the Terminator Librarian is that I can deploy him with Pedro Kantor and some Honor Guard as well. In that case I wouldn't have to be too concerned about him being offed easily. Additionally, I could run him with Pedro and an Assault Centurion Squad.
I guess my only issue is that TDA costs so much that I worry if it is even worth it. My main focus for him is to be a buff to my Devastator Squads by getting Prescience on them. I also have a good chance of getting Perfect Timing, which would let me get at stuff in cover easier.

It's the cheapest guy to give terminator armour and he benefits them most from the invuln save, only reason not to is if you have noone for him to join if he wears TDA

It's a 35 pt premium for the 2+/3++. The storm shield is a no-brainer addition. You gain deep strike, but lose the ability to ride around in razorbacks or rhinos.
If he's your warlord, then terminator armor and a storm shield is insurance against Slay The Warlord. If your opponent has units that can penetrate your back field (e.g., drop pods, obliterators, crisis suits), then he's going to be a target. In a pinch, you can even use him as a mini beatstick... though he really doesn't have the best stats to be getting into serious fights. Regular PA librarians by contrast are basically pure support units, as they have no more survivability than two marines and little offensive capability. Occasionally you'll get lucky and zap an MC with your force weapon, but that's a rare event.
But if you have a big, tough unit to hide him in, then I feel like it's okay to just use power armor. For example, putting him right in the middle of a centurion or terminator squad.
Both terminator and footslogging PA librarians are inferior to their bike-mounted variants. Casting psychic powers doesn't interfere with your ability to turbo-boost, so you have the insane mobility required to move around the table and buff the unit that most needs it.

Then it's 100% worth it, it's only 35 pts to give him terminator armour and a storm shield and he'll actually get to use his force weapon properly, i suggest an axe and biomancy and you can kill most things with a decent psychic phase

I don't really want to get him a Storm Shield, especially if I have a 1/6 chance of ending up with a 4++ psychic power. He is going to be in the backfield under most circumstances or alongside Pedro and his 2+/4++/5+++.
Is there really any reason to give him a Storm Bolter though? Divination has no witchfires to launch, but he will be stuck in between two Devastator Squads. But, since he is for my Crimson Fists, the Storm Bolter doesn't suck totally since it gets the reroll.

It isn't worth it, even then. Those points could go to something useful like a Melta Bomb, for example.

When I took up Space Marines, specifically the Imperial Fists, to help my Grey Knights out with anti-armor so when I was choosing an HQ for this allied detachment, I naturally chose a Librarian to add some synergy between them. Since then, my Imperial Fists have become my main army and my Grey Knights the allies...but yeah, I haven't stopped using the Librarian as my main HQ. I used the power armor variant a lot and he did his job well but he is also easy to kill. After the Blood Angels got a new Librarian in Terminator armor, I took that up and modified it into an Imperial Fist Librarian...then GW gave SM their new model so now I have two, both with custom Imperial Fist Storm Shields I got from the FW Phalanx sqaud!! I also have a Librarian on a bike...also my GK HQ was a Librarian...do you see a trend forming? (The Conclave formation was GW speaking to me) Regardless, I have used Librarians in lots of different ways in almost every form imaginable. The answer to your question: Depends on what you are using him for. Going to sit in the back with some Devastators supporting them with some Divination or Telepathy then honestly, go the cheap route and just put him in the back in power armor unless he is your Warlord and then I suggest Terminator armor with a Storm Shield. For any kind of assault type unit support, I highly suggest putting him Terminator armor with a Storm Shield. I have used a Terminator Librarian to support Combi-melta Sternguard rocking Divination and that group just kills things and guarantees that they hit. I know you didn't mention this but I am going to throw it in anyway, Librarian on a bike with a Bike squad packing grav guns is a great way to terrorize the board while having mobility and objective secured. The Storm Bolter is okay but I much prefer the Storm Shield. To me, the Librarian surviving for continuous support is more important than him getting two shots a turn. Plus, if he is with Devastators, his storm bolter will be functionally useless. And if you happened to get charged, that 3++ save from the Storm Shield has saved my Librarian's hide on more than one occasion. The Librarian is a support tool box and how you equip him is entirely dependent on what you want to support the most which is how I ended up with 4 different variants in the first place. Neither is a bad choice as long as they aren't put with a unit they will be bad at supporting, don't put the power armor Librarian with Assault Terminators, etc. The other great thing about Librarians is that you aren't set on your powers. Divination for everything shooting, Biomancy for Assault units, Telepathy for Invisibility on a Death Star so you can be that guy.

I forgot that I will be putting the TDA Librarian inside an Aegis Defense Line with my two squads of Devastators. So the 4+ Cover Save does help his case too. I will have to think on the Storm Shield. For one thing, I don't have a right arm Storm Shield to use on him. And it would look kinda stupid with the one arm extended out (this is the new plastic TDA Librarian). So I don't know what to do. I suppose I could make my own Storm Shield out of Plasticard and Green Stuff. I dunno.

The Phalanx shield helped by being a left handed shield so it meshed well with the Blood Angel Librarian model plus I used a Grey Knight staff for his right arm so that model worked out well. For the new Space Marine Librarian, basically, I am strapping it to his back like he temporarily put it there to cast a psychic power. It's not ideal but I honestly didn't want to screw with the new model that much. It is a great looking model and that casting hand looks awesome. Also, he's easier to make a magnet rig to not only be able to take off if you want to save some points but makes the reasoning for having it on his back look more legitimate.
