I don't think Wraithblades were EVER viable.

To answer each of your questions at a time (before you edit in more...):
1. Though some people's lists may have you believe this, Eldar are capable of doing a lot more than spamming undercosted jetbikes and wraith units. Basically the only unit you would normally want to avoid is Shining Spears.
2. Wraithblades are only useful if you ally in Dark Eldar for their assault transports, and there are better assault units anyway. Dire Avengers are great, either as part of their Shrine or in an Aspect Host. Warp Spiders are some of the best Aspect Warriors in the codex. There is not an Eldar army that would not be improved by the addition of Eldrad, but he costs twice as much as a Farseer and cannot take a jetbike. Warlocks are great as a conclave or in the Spirit Council, but bad as unit attachments. Phoenix Lords make a great second HQ unit. The best thing about Eldar artillery is that it's cheap; don't take it unless the formation requires you do so.
3. The Wraithlord is sadly a bad heavy support option, as other units do shooting better and the Wraithknight is undercosted in comparison. I wouldn't take one outside of an Iyanden-themed army.
4. Depends. If you have plenty of other footslogging units, leave the Farseer on foot. If you don't, bring one on a jetbike.

Dire Avengers are great still. Wraith blades though.... They're still not that viable

Still implies they were in the past.
There's never been a time when either unit had any use.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."
This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Last time I checked, Guardians couldn't get BS5, a 4+ armour save, a 5++ invulnerable save, or an extra 6" of range on their guns.
Also, I believe you were around during the days of Serpent Spam, so you might have looked at what those Wave Serpents were carrying...

Dire Avengers with their pseudo rending weapons are great if mounted in a Serpent.
Wraithblades are too slow and to find their way into cc unless you mount them into a Raider.

Somebody hasn't seen the rules for Shining Spears (or the models). Rangers and the Wraithlord aren't great choices either.

Howling Banshees can be much more effective now. You need an Avatar of Khaine and Jain Zar (+1 WS Aspect Host doesn't hurt either), but they can run like Daemonettes and hit almost as hard.
