Besides Eldar rangers, what 40k units have hoods? I was thinking about creating a themed army with Rangers, War Walkers, and Psykers but not sure how viable that would be. Any other suggestions for armies that would have a large contingent of hoods/cloaks etc. are more than welcome!

Dark Angel Veterans have bathrobes. Which means that any Space Marine army can have them. My Astral Claws have more than a few bathrobes now.

Necrons look really good with robes too. Has to be made by hand but the effect is awesome.

Skiitari are probably the hoodinest. Rangers, rangers on the tanks/walkers, Dominus...just servitors don't and you'd need some to get the Dominus. But you could use Myrmidon destructors from FW which DO have hoods?

DA army: 3500pts,
admech army: 600pts

hoods - not many I can think of, theres the DV librarian. The tallarn kinda have hoods, I would consider them hoods.

Several Dark Angels models have robes (some with hoods, some without)

- Raphael (Tactical Squad Sergeant that comes with Dark Vengeance)
- Barachiel (Terminator Squad Sergeant that comes with Dark Vengeance)
- Ravenwing Sergeant from Dark Vengeance (cannot remember his name right now)
- Deathwing Knights
- Dark Angels Command Squad
- As mentioned above, the DA Veterans Squad
- Ravenwing Champion (from Ravenwing Command Squad)
- Belial (Grand Master of the Deathwing)
- Azrael (Supreme Grand Master of the Dark Angels)
- Company Master (both Balthasar and the generic one)
- Librarian (both Turmiel and the generic one)
- Ezekiel (Grand Master of Librarians)
- Space Marine Scout Squad with Sniper Rifles have cloaks that they wear

That's all I can think of at the moment

There's a trick you can do by which you convert any Eldar model with a Wood Elf head from the glade guard kit. The cloak is a little more work to add as well, but effectively you can give your entire Eldar army (shy Banshees and Scorpions I guess) hoods;
