If a unit of bikes has the Relic, are they allowed to flat out in the shooting phase? (Assuming they don't move more than 6")

By pure RAW: Technically, yes.

By RAI: not really.

Turbo-boost is Bikes version of running. It is not "instead of running" nor otherwise stated as an analog but we know it to be.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.

Oh so Eldar Jet Bikes should be able to Battle Focus with Turbo Boosting then?

Windriders and Farseers on Jetbikes do

I'm not reffering to the EJB rule in the book. Im refering to Eldar's jetbikes.

Maybe I wasn't clear enough for the usual somantic BS because certain people cannot read into a whole post or rule without focussing on a literal interpretation of lines out of context.

No, turbo-boosting is not running.

It is just the closest analog bikes have and as I fething said by RAW you can Turbo-boost while holding the relic(you can also flat-out a transport containing a unit with the relic)

However the RAI is that you probably shouldn't in both cases. You know exactly what the rest of my post said. Relics are supposed to be fragile and the separation of movement, shooting, and assault phases is an abstraction for us players(you don't honestly think all armies in the year 39,900-39,999 walk, shoot(or break into a run), then charge in that exact order while then waiting for the opponent army to do exactly the same thing do you?

Movement, actions in the shooting phase, and assaults are all happening pretty much simultaneously for the armies(again, the assault phase fights are not standing around having a cigarette while each army maneuvers around and shoots at each other then gets back to trying to kill eachother when the assault phase rolls around: abstraction); as such a unit running, bikes turbo-boostingn and vehicles moving flat-out have started that speed in the movement phase.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.

yup, similarly with the Waaagh special rule, I can't turbo boost my bikers and then assault because GW can't write a rule coherently. So in this case your fine to Turbo boost with the relic RaW. But realistically you should clarify that with your opponent before the game starts.

No where in the relic mission does it say that the relic is fragile. It says its stuff like battle plans or a map, or a spiritual object. You can run with that stuff and not break it. Also I would think that armies thousands of years in the future can use a technique that marching bands use today called rolling your feet while marching so that you don't jostle around like an idiot to not brake something if its so freaking fragile.

Eldar bikes don't have battle focus

They do have the battle focus rule, but it is useless to them as they can't run. I think it is only there so if a character without a bike joins them the character can still run and shoot.

If out of shape high schoolers can roll their feet while carrying 40 lb sousaphones, I think super soldiers in power armor can do it while carrying a bloody map

Thats because all they have to focus on is moving and playing an instrument, it becomes significantly harder when your carrying upwards of 120lbs of military gear including a rifle. Not to mention how wonderfully comfortable body armor is. and then you have to start being hyper vigilant to watch out for ambushes, snipers, IEDs and entangling objects. Not to mention the occasional Camel Spider (or local world equivalent.)

Also I never said anything about SM, im talking about in general

Because it is equivalent, and as stated many times in the fluff about IG they carry basically the same loads into combat. Also I compared like to like you compared fighting in a war to playing in a marching band.

Do they need to roll their feet whilst on bikes?

No I'm looking at the relic, which is something that doesn't inhibit shooting or even melee ability of the person carrying it, which for some reason requires the entire unit to start tip toeing across the battlefield so not to break it. This has nothing to do with war.

There are no rules for the Relic that allow it to break...

I am reading the part about Moving the Relic and there is everything written.
First: @CrownAxe there is written that Relic is fragile.
Second: Turbo-boost isn't running so you can do it, however you are still not allowed to move more than 6" in any phase. So max 6" in psychic (levitation or smth), then max 6" in the movement, then max 6" in the shooting and then max 6" in assault (charge or consolidation or smth). You can use any rules for movement (battle-focus, or smth) but you cannot move more than 6" per phase. That is all what rule is telling us.

What Danyboy said, 6" a phase, however many phases you can.
