I've been thinking for a while that it'd be fun to get Eldrad, just to mess with my friends. From what I've heard, in the fluff, he's a powerful psyker, who likes to make the universe his plaything.

So I have a couple of questions:

1) How powerful is he, in fluff, and on the Table Top, and what are his psychic preferences?

2) What does he actually do in the fluff?

3) Is he, as 4chan puts it, the master of dickery?

In the fluff, he's pretty much just another Farseer, albeit a rather proactive one. Like any Farseer, in fluff, he is the King of dickery.

Eldrad has been trolling people since the heresy. The only one to match him at this is Alpharius

Eldrad, like any Farseer, can see the future and will take staps to alter that future in a way that is favorable to the Eldar as a whole. His greatest achievements include sending a Ulthwe strike team to kill of an ork warlord which lead to the rise of Ghazkull Thraka and the 2nd and 3rd Wars of Armageddon as well as seeing far enough into the future to predict the birth of Ynnead.

Eldrad is a fun character to have lead your army, and as a level 4 psyker with a 3++ save, a chance to regain warpcharges, and an ap3 force weapon if he somehow gets into close combat its safe to say he can be a beast on the table top. In fluff he's also considered by the eldar to be their most powerful seer with accomplishments like setting the orks to Armageddon so they wouldn't damage a Craftworld, stopping a Hrud infestation on Saim Hann, and defeating the combined armies of the chaos gods on Haran who were trying to make another permanent warp hole in the material realm. He's pretty much a super genius who can look into the future and has prevented his race from going extinct faster. He's also incredibly bitter (for a good reason) towards humanity as he seemed genuinely interested in helping the emperor of man during the heresy when Fulgrim switched sides and killed alot of Ulthwe Eldar including his oldest friend in a wraithlord and virus bombed a group of exodite worlds.
Alot of people tend to complain about Eldrad being a monster for releasing Ghazgull onto the Imperium, but honestly its just tactical genius as mankind is at war with the eldar at the end of the day he made two enemies waste their strength on each other. If you want a farseer to lead your army, theres none better for the points and as far as psychic preferences the powers in the codex work well with him. I personally always try to get protect/Jinx for 2+ armor saves on my Dark Reapers or Wraithblades so I can take more of a punch.

GW changed it so that Eldrad didnt die, however his body is slowly turning into crystal (and knowing the eldar, when he does they'll put his soul in a wraithknight for the OP Cheeze)

Guess you missed the part where I quoted the entire crusade (including Eldrads death) has been retconned.

Was it ret-conned (as in the background was substantially changed) or is the current literature just set at an earlier time point?

As to Eldrad's body slowly turning into crystal... This is the fate of all Farseers. That isn't to say a Farseer can't be killed halfway through the crystallisation process.

No, they first rest the timeline to just before Eldrad entered the Blackstone Fortress that killed him, then rest the timeline again to just before the 13th was launched.

Exactly. Eldrad was nearly all-crystal by the end of the 13th Black Crusade, his body could hardly move. He marched into the Blackstone Fortress thinking that he could banish the Keeper of Secrets controlling it and essentially turn himself into The Ship Who Sang... only the Keeper proved to be the stronger combatant, and devoured him instead.
