Yeager is fairly easy to sucker punch so when in damge i figured EHP would help after shields go down. Laforge is there to allow Lock on? if I can do that

Not a bad list, though I feel like running a slightly cheaper ship than the Enterprise E might be a good call, especially since you have the torpedoes.
I would say swap it out for the Prometheus, Swap Picard 8 for Picard 9 (you don't need the bonus crew slot with the Prometheus), and maybe throw in system upgrade to give yourself +1 shield.

I Don't know I'm not convinced, unless there is a FAQ against this, the nice thing about the ENT-E is in a romulan/Reman warbird saturated meta currently I can shoot that Quantum at cloaked ships. I guess I have Laforge, but what happens when the Yeager is gone? Quantums are now useless.
I could drop Shelby for that Sytems Upgrade, but alas I only have one

This may seem odd but I would drop the quantums on the E for standard photons. That extra damage is nice but crits are what hurt cloaked ships the most. It cloaked Romulans is your meta crits are very important, between the BS to crit and Picard 8 that could be two crits each time. Two crits per shot could make people use their IGs fast.
If you plan to use Sulu most turns for the E's action consider the time token torp and taking rapid reload in a crew slot. The E saves you from TL but you would still give up an action to enable the torps.

Thank you Mr. Baldrick! I couldn't remember rapid reload... I kept thinking it was arsenal or something.
Crits are a great way to deal with Remans, especially if you can manage to deal the Crit that causes them to be unable to perform the actions on their action bar.
If your group doesn't have issues with it, you can always proxy the System upgrade. Our local groups are ok with it as long as you have at least a single copy.

So, now I can undisable rapid reload and shoot every turn on the Enterprise? I assuming I can take a time token off that same turn. I guess thats what I'm not understanding about time tokens

How many points is Multi-Adaptive shields? it might be worth adding in for the re-rolls, if that's why you brought Shelby. Are borg a major threat in your local meta?

Multi Adaptive Shields is 5 points, but are you thinking of something else  they don't give you a reroll, +1 defense die and you get to roll full defense against Scan and Mines.

oops... Its specialized shields I believe. And it actually wouldn't work in this situation, since it is restricted to ships with hull value of 3 or less.

No Borg arent used very much in my meta, depending on specialized shields cost I would be open to dropping the squadron 6 to normal squadron. I could put it on the Yeager.
Currently double reman warbirds are the candy and my cardies... Similar build to baldricks..... Seem to get hammered damn disruptor pulse and mines....where is the Klingon love

Klingons have cloaked mines, to a slightly lesser extent than the Romulans. Since borg aren't a big thing, Shelby may not be the best choice. I know there is another crew upgrade that eats cloaks like candy... I don't remember what it is off the top of my head.

Shelby isn't bad in this build for 1 point with the fleet captain discount. The E will have 4 defense dice, with a BS conversion and a reroll.

For 1 point, ( 2 point crew) I can't really recall a better choice for feds. I'll have to glace through my cards but she is the best one for the points off of the top of my head.

Those cloaked Mines are BUTTS with a range 3 placement limit and not range 2 like Romulan. They really don't play well if your opponents know how to manuver.

I feel like that's the rub with all mines honestly. If you can maneuver, Mines do little to even slow you down unless you have plenty of obstacles. Lately my group has been doing pick up games with 2-4 planets, giving us a lot more to maneuver around an allowing us to have a fighting chance against dreadnoughts.
And you bring up a good point MrBaldrick. I forgot (despite it being mentioned at least three different times) that she is that cheap of a card.

After looking trough the cards, I think Shelby is your best bet for 1 point. The only other thing I might suggest is Phil Wallace from the Pegasus. You can disable him to reduce a maneuver speed by 1. There may be a time that you want to do a 2 turn instead of a 3 on the E.
Just remember with Shelby, from the latest version of the "may" ruling she only works once per turn.

From the Tournament Rules

23. All cards that contain non-ACTION text abilities that are optionally triggered by a player may only be used once per round per ship per card.
1.Cards with continuous effects may affect multiple dice rolls in a round.
2.Cards that state “each time” OR “every time” OR “When defending” OR “When Attacking” may be used multiple times per round.
Shelby does not have the phrases "each time", "every time", or "when defending".
Her text reads
"During the Modify Defense Dice step of the Combat Phase, you may re-roll one of your blank results
If you are defending against an attack from a Borg ship, you roll +1 defense die during the Roll defense dice step and you may re-roll all of your blank results during the Modify defense dice step"
Shelby is a two part card. Her reroll is a non action "may" effect , it does not have any of the magic phrases. Her +1 defense die against a borg ship does not use the word "may" and is a continuous effect so she gets that against every Borg attack.

When Romulan Cloaking mines first came out I delt with them by moving one forwad and sensor echoing 2 to the side. 9/10 times i avoid damage unless they had 3 of them.

1-2 mines you can usually work around, especially if your opponent is bad at placing them. 3+ really is a pain in the  to deal with.
