Was watching a game play out today and one player placed a blast template and announced that he got 8 models and his opponent corrected him and said he only had 5 if he chose the bottom level. I said that a blast temple hits all levels and he firmly stated no it does not. I cannot seem to find it anywhere in the book. So which is it? Does it only hit one level or all levels of runes and where can I find it in the rule book?

The rules for choosing a lvl in ruins with blast markers is long gone.
Blast markers hit everything under the marker in 7th ed. even models on different floors of a ruin.
The player that "announced that he got 8 models" was correct in 7th ed.
It is in the rules for Blast markers that says they hit everything under the marker.

In 6th edition there were rules limiting blast markers and templates to only hitting one level, however, they went the way of the Dodo in 7th.
There are now no rules for 'levels' in ruins, and the blast rules simply state everything underneath is hit. If the person is still insistent, ask them to show you the rule (they won't be able to find it in the current rulebook).
Note that some tournaments (NOVA at least I think?) have re-implemented the 6th edition rules for ruins.

I'm pretty sure you only have to line of sight to the target unit, but still hit everything under.

You need LOS to the unit to choose it as a target.
You don't need LOS to each model under the blast maker.

This is, as have some said, technically correct.
While I realize that making sense of some 40k rules, blasts in particular, is an exercise in futility, saying that a blast causes an infinite column of damage is pretty goofy, though the rules don't indicate otherwise.
Personally, I prefer to play with the 6th ed rule that says you have to pick a floor level. it just seems more fair and reasonable.

In some previous editions, that's actually exactly how the rules defined them.

As it's written it hits everything under the marker. People at my LGS have agreed to house-rule that it only hits models the blast can see from where it's placed just to help maintain some form of friendliness...

All the players from my local group also play it that way (as if levels still existed). If it ever came up in a competitive setting I would want to do it the actual way the book says to, but so far it hasn't, and it's not a big enough issue that I'm going to force it in a friendly game.

For what it's worth, for multiple editions before the 'levels' rules were introduced, it was played as hitting everything under the marker without anyone feeling that their opponent was trying to do something nasty. It's just the way blasts have worked for most of the time blast markers have been in this game.

Also, locally we play it RAW, with the logic that if you nail the bottom floor of a rickety ruin, the guys on the top floor will get shaken off / the building will collapse / really anything other than 'completely and utterly unaffected'.
So YMMV.

My group plays it as a sphere, as most explosions radiate from a center point. Usually end up hitting two levels of a three level ruin. Kind of a midway point house rule based on logic i guess.

We play that the blast can hit multiple levels but only goes down in LOS from level to level so if the blast overlaps levels it can hit units below
