Sisters of Battle. Wear power armour. Can they be on 32mm bases? Think tournament will be cool with this? What's the general concensus rules wise? Is it modelling for advantage? (I just think they will look cool)

In terms of a tournament, you'd need to ask the TO's involved, as the rulings can vary. As long as it fits the Rule of Cool, and offers no discernible gameplay advantage, most people should be fine with it.
Especially as, RAW, there is no set base size.

But.. the models are already tiny, and would look even smaller on a 32.

The rules in this book assume that models are mounted on the base they are supplied with. - Models and Base sizes While it goes on to tell is what to do if the Bases are 'unusual' or have not been supplied with the Model, the Rule as Written answer is 'whatever Game Workshop put in the box with the Model.'

First of all the 32mm bases aren't "for power armor" currently if anything they are for T4 models (as Necron Warriors are also on 32mm and only have a 4+)
As with all tournament legality questions, you just have to ask the TO as they are the ones running the tournament

And where that gets complicated is when GW include 2 different sizes of bases (Stormclaw set -confused the hell out of me when I opened it) Automatically Appended Next Post: I personally hate the idea of having to use larger bases. It just makes models more difficult to place on scenery

And the current Devastator box seems to intend that you mount the four gunners on large bases, and the sergeant on a 28mm base, but supplies 5x32mm bases...

Well this seems definitive???
I'm Kitbashing mine and just think they would look cool. I have no idea if one size or another would actually be advantageous...? Or how this stuff is being ruled.
And is that right about necron Warriors? All of mine are on 25mms

Even if the intention was to put a single Model on a smaller base, hypothetically speaking as the above picture shows differently, why would that change the Written Rule requirement to use the Base supplied?

Wracks don't come with 32 mm.

GW's online store tells you what size bases come with most of the kits. For example, the Necron Warriors kit says the following:
This multi-part plastic boxed set contains 120 components with which to build twelve Necron Warriors and three Canoptek Scarab Swarms. This set comes with twelve Citadel 32mm Round Bases, three Citadel 40mm Round bases and three sprues of green Necron Rods.
