Now, both these armies attracted me for the same reason:
I love classic sci fi. I love old school weird takes magazine gak that takes humanity and leaves it unrecognizable. I LOVED the fifth ed newcron fluff-the story of this race that gave up its soul for technology, a noble class that led the common people to slaughter for their desires and were left with a twisted version of the immortality they wanted.
I was...really disappointed with 7th ed. The shift may not have been seen by most, but I noticed. I always played the Necrons as a pitiful shambling horde of warriors backed up by callous nobles unleashing devastating ancient tech-I loved the Death Rays, the spider walkers with their heat rays, the tesla destructors and the dirty tricks like the mind shackle scarabs.
7th took that away and made the warriors into these unstoppable behemoths, with the Lords just there to buff them up and make them stronger. The skiitari are, to me, what I feel I lost in the Necrons. I've always loved "ignorant genius" factions. My only gripe with them is I wish there were MORE of the techno-elites, I want special character priests and minor underlings of the Domini. I hope that AdMech get expanded into a full faction someday, but for now between the new stuff and the excellent forgeworld line for alternate models I'm super happy.
TL;DR: I vote AdMech.

I'm lucky enough that I genuinely like the good models in Necrons. I hated things like the Flayed Ones, Doom Scythes, Catacomb Command Barges and Monoliths, but loved Destroyers, Tomb Blades and Wraiths. Now, Necrons are ridiculously powerful with those units. I'd be happy as a clam running a Decurion with a Destroyer Cult and Canoptic Harvest. I think those are all good looking models with the exception of the Scarabs, so my vote is for the Necrons. It's a shame I have three armies I'm just starting right now and can't take up a 4th..

AM/S have more interesting mechanics in my opinion, as well as having, I think, taken over some of the Evil Faction atmosphere of the old Necrons (which I like). New Necrons are more swords and sorcery, something a DnD party would fight.

Well, that actually sounds a lot more interesting than any of the Necron fluff I've read.
Anyway, my biggest problem with Ad mech (other than the excessive cost of the models) is that they don't have a codex yet. They have maybe 1/3 of a complete codex, which was then spread over two books - one of which doesn't even have a single HQ choice. Oh, but don't worry, the other one compensates by having all of 1 HQ. Boy, Christmas sure came early this year.
As someone who loves the character aspect, this just kills Ad mech for me. Don't get me wrong - the Tech Priest is an amazing HQ (and, in fact, far superior to virtually all the Necron ones) - but I just hate the complete lack of variety.
Aesthetically, I like the slender builds of the Skitarii stuff. One thing I really hated about the 5th edition Necrons was that they became really bulky, looking less and less like the skeletons they were supposed to resemble. That being said, I still dislike the look of most Ad mech stuff. Most of the models - especially the heads - just look really goofy to me.
In terms of rules, I dislike the new RPs. It's stronger, sure, but it also killed the fluff dead. I don't care how you spin it, it's now just a glorified FNP save. Moreover, I find it incredibly annoying that Necron HQs have virtually no role in their own army. They no longer unlock courts, orbs are one-use-only and probably not worth it anyway, MSS are worthless and their shooting and melee are both negligible. I want them to be supporting their army, not just sitting at the back twiddling their mechanical thumbs.
But then, there's very little in the Ad Mech book in the way of rules that interests me at all.
My vote goes to Necrons.

With regard to the Orb, I'd rather my HQ was useful for more than one phase of each game.
With regard to the Decurion reroll, surely that should be a bonus? I mean, it's pretty bad when you need a formation special rule just to give your HQ the merest hint at a purpose.

Aesthetics is why I like AdMech. For every unit I don't like there's a forgeworld alt that I do like.
Don't likeKataphrons? Use Myrmidons-there's a ranged and melee version. Don't like infiltrators/rust stalkers? Thallax/scyllax work great. Robby the Derpbot's gotcha down? I use Castellax and Vorax as the melee and ranged versions. Onagers? Krios. Techpriest? There's several variants.
Also, excessive cost of models is a bit of a stretch given that a lot of AdMech stuff is pretty cost to points efficient. Yes, Ironstriders and Onagers suck, but same can be said for all low cost vehicles in 40k. Skiitari infantry, Sicarians, Kastellans, Kataphrons and Electropriwsts are all good points for their money.

just go admech, cool figs and they seem to have alot of gimmicks(haven't actually played them or seen played just reading mostly) I played the tin cans for a few months and they are stout but god they get so dry and boring..no real flex to them or adventure.

Also, the two codex split is absolutely stupid yes, but as for unit choices they're pretty standard for a first codex.
They have 13 units. How many did Necrons have with their first proper codex? 11. Tau? 12?

Fair point, actually.
However, I still think they could have done a bit better. Splitting them into 2 books was unnecessary, and it seems like they could have given them more than 1 HQ choice.

Again: Necrons had a Lord, Nightbringer and Deceiver, and Tau had a Battlesuit commander and a bunch of rules without models named characters.
Yeah, GW has been cutting down on the named characters (I can't remember the last one introduced..) but the way the army interacts with itself is really cool. I can love without named techpriests. I wish there was another unit of techpriests that are more like traditional Enginseers or Myrmidons, but it's a solid start, two books aside.
Even with that, they're cheaper. Them combined is the cost of the new Marine Dex.

I don't know the conversion, but mine were 35$ each and the marine Dex is marked for 70$.
