When charging a vehicle, embarked passengers can fire Overwatch using the fire points on a vehicle. A unit is not locked in combat with a vehicle.

So, could an embarked unit not fire Overwatch at the first charging unit and still be able to fire at a second charging unit? When charging regular squads, it sometimes makes sense to have a weak unit charge first to take the Overwatch...but can that strategy work for vehicles where you are not locked in combat?

From 'Transports and Assaults':

"...can fire Overwatch at the attackers out of its Fire Points - note that a unit can still only fire Overwatch once a turn, even if embarked on a Transport."

This suggests to me the writers were thinking about the possibility of embarked units firing Overwatch multiple times as they are not engaged when embarked, which would support that, provided they have not already done so against one charging unit, they may do so against a subsequent charging unit

Correct - they can only fire Overwatch at one unit, but it does not need to be the first one to charge. That's pretty straightforward. Ordinarily, you only have the option of shooting at the first unit to charge. You don't have to, but as long as any unit gets into assault range, your unit is locked in cc, and you can't fire overwatch at any other unit which charges. Vehicles (except Walkers) don't get locked in combat. Thus, you can fire overwatch at only one unit, but it can be whichever charging unit you want.
