Just as the title says. Codex inquisition lists arcos as having 4 attacks and lists weapons as
Arco-flails. The model actually has a flail in each hand. Do I get the bonus for the 2 ccw.

Also, codex sisters of battle list acros as 3 attacks but are armed with 2 x arco-flail. Then again they are 5 points cheaper. Does the inquisition get more frenzied heritics?

It doesn't matter how they're modelled, just whether their rules list it as one weapon or two.

Codex: Inquisition Arco-Flagellants have 4 Attacks and the "Arco-flails" weapon. Those are just a basic Melee weapon, so since you only have 1 close combat weapon, you remain at 4 Attacks.

Codex: Adepta Sororitas Arco-Flagellants have 3 Attacks and two (2) "arco-flails". Those are Specialist Melee weapons and since you're wielding two of the same Specialist weapons, you gain +1 Attack as usual - for a total of 4 Attacks.

As insaniak already said: the only thing that determines how a unit acts and what gear it has access to is the datasheet.

How they're modeled isn't relevant, it's what's listed for their wargear.

Just a small correction - you do not need to be wielding two of the same weapon with the Specialist Weapon rule, only that both weapons (regardless of the type of each) have the Specialist Weapon rule. Hence why for example Power Fist and Lightning Claw is a flexible (though not cheap) option.

I love arco-flagellants, cast hammerhand on them and watch them shred through tank squadrons like they were grots.

That's what I was thinking. 5 attacks seemed like to much lol. I'm planning on running 10 with a priest and cypher or a grenade inquisitor out of a land raider, that should do the trick

if you wanna give them 5 attacks take a sororitas command squad with a scared banner of the order militant, everything friendly within 12" of the banner get +1 attacks and re-roll to failed moral/pinning/fear checks

It's easy to assume that people arguing an interpretation you disagree with are just looking for an advantage for themselves... But it's quite often not the case.
