I had a game this weekend where I had some kroot in ruins and a Space Marine player placed dropods such that some tactical marine squads entered the selfsame ruins. He then claimed that because his marines occupied the same ruins as my kroot, they were denied there cover save against the marines bolters. I have looked in the rule book an all it says is that models in ruins possesses a 4+ cover save, it does not list this particular exception.

Is any here familiar with such a rule? Is it possible to deny ruins cover saves just be entering the ruins and shooting another unit from within the ruins?

You are correct. the rules for ruins clearly state that just being in them grants you a cover save.

Only attacks that ignore cover can negate your save.

The rules as they are in the book allow a cover save just for being in the ruin, regardless of where the other squad is. At my local store however, we tend to houserule it, so that if you are in the same piece of terrain, and on the same level, you need something blocking LoS to gain the cover save. It's possible your opponent plays it like that enough he forgot what the actual rules are

I think that rule was last in 4th ed, but the cover rules back then were so fethed up its possible everyone just played it wrong then.

From a narrative perspective, you can think of it as a close-quarters firefight within the ruins of a destroyed building. The kroot and marines will be trying to take advantage of any cover they can get while they exchange fire with each other: ducking behind piles of rubble, peeking around corners, crawling around in the dust, running around. There is lots of opportunity for cover within ruins, even when the opposing fire is also originating from within the ruins.

This is why it is a good thing to go trough the terrain with the other player before the game starts.

7th doesn't have as much rules about terrain as the 6th book and some part of it are really strange or different from older editions such as the ruin rules. Currently being in ruins is like being in a heavy 4+ cover mist cloud.That covers everything even if you are on the same lv 1" away from each other with no wall between as long as your model has a base. You can always play it in an other way but this should be agreed upon before the game starts.

Model is behind a solid walls of a Ruin, so only the head of the Model is visible, but is not standing in the boundary itself... 5+ Cover Save
Model is standing in the boundary of the Ruins but nothing obstructs the view between firing Model and Target... 4+ Cover Save
