Watching a lot of battle reports, and ofcourse playing when I got the chance, I feel that having the Twin-Linked rerolls in assault phase on overwatcing unit is a bit op. I mean, it's like 50% of the assaults, especialy vs Tau, end up with a total fail and your assaulting units gets... literally rekt (Excluding canoptek wraiths which are broken as hell) even if you manage to sucess dice your assault.

In my (limited) experience, assaulting units with twin-linked weapons tends to be far less successful than assaulting other units. That said, in my (limited) experience, Assault has been pretty rubbish in seventh edition and usually not worth it. This is with Nids, however; other factions may be more successful.

It's a gun with two barrels that fires both barrels at the same time, or otherwise has a prodigious rate of fire.
When you charge a group of people armed with such weapons while you have a chainsaw, expect to get shot. A lot.

I know what is it, but why reroll then? Why dont just roll the dice twice instead rerolling failiurs.

Because if one bullet/beam/burst/whatever hits you, chances are, both are going to. The reverse is also true.
It's also because a lot of GW rules really don't make sense compared to... anything approaching reality.

Because then you're increasing the maximum damage output of the weapon. Twin-Linked is a rule that increases the reliable amount of damage a weapon can do without increasing the maximum damage it can do. And to address any follow up question of, "But why not make it more realistic and just make the gun shoot twice as many shots," my answer is, "Because it's a game about space orks flying around fighting fraternity brothers in iron man suits; The mechanic is there to add minor mathematical differentiation, not to simulate the physics of a bolter with dice rolling."
As for twin-linked stuff in overwatch, I'm pretty fine with it. Over watch is basically panic fire for most armies. Twin-linked is basically just more bullets in the air. More panic bullets in the air = more of a chance that a panic bullet hits something. Also, I generally find that people complain too much about overwatch. Outside of squishy, mildly expensive melee units like wyches, most units don't generally suffer all that much from overwatch. Outsive of bad luck, you generally don't actually take many casualties from overwatch. Twin-Linked stuff ups the numbers just a bit, but meh. Now, Tau overwatch specifically is pretty nasty simply because your plans to counter a shooty troop unit turn into a hail of fire from a bunch of shooty elite and heavy units too. That's more of a Tau-specific thing though. Honestly, overwatch markerlights are more alarming to me than either the supporting fire or twin-linked overwatch in general.
Which isn't to say that assault units don't suffer from the rulers right now. It's just that overwatch specifically generally means you have like, 1 less marine or 2 less orks to work with in most situations.

ATTENTION. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.
