I'm new to chaos daemons and never played 40k in 6th edition. I'm not sure how using psychic powers used to be but it doesn't use leadership to manifest anymore. So with the new psyker rules, hows is this leadership bonus supposed to be interpreted? So far, I've been playing that they manifest on 3+ instead of 4+ but since I have no idea how psyker power used to manifest I'm not sure if this in accurate interpretation. Please give me some advice.

Well by RAW, Daemon of Tzeentch doesn't do anything to increase the odds of casting psychic powers anymore. Psychic powers used to be a Ld test but that has ceased to be the case. The only benefit the +3LD does now is be used for Perils (since that happens during manifesting a psychic power).
Letting Daemons of Tzeentch manifest on 3+ is just a house rule and there is no rules basis to do so.

I get that it's not RAW but i feel it needs to be house ruled, as in 7th edition it's an underwhelming daemon type that is also the most expensive to give daemon princes.

It's a pretty big deal that all your daemons get to manifest on a 3+ rather than 4+, only way I know of doing that otherwise is eldar seer council and a formation from grey knights, aka you don't get it on all your psykers just for showing up. People complain about the 3+ when it's on a formation that needs certain things to be run properly but across an entire army it would he insane

Daemons are still one of the best psyker armies in the game and the rerolling 1's to save is still amazing because of how abuseable it is (2+ rerollable saves anyone?)
Not to mention that Daemon Princes are already Ld9 so the +3ld barely did anything for them

Under the 6th ed rules the +3 was mainly of benefit to pink horror units, bumping their Ld7 up to 10 for manifesting powers. As mentioned this isn't really much use any more in 7th apart from Perils tests. This rule should in theory be updated when a 7th ed Daemons Codex arrives, or the rumoured Tzeentch Daemonkin book as it's essentially an outdated relic of 6th ed.

Yeah, still occasionally useful perils on your larger units when facing leadership debuffs, it does need a rewrite for tzeentch since flickering fire was clearly intended for horror units of 20 when they would have to use the warp charge they generate themselves... They can fix the grimioure while they are at it to make the 2+ invuln rerolling ones a challenge to get.
One game with the list to see what the list worked like and the resulting cheese meant the army sits in my attic because no one at my FLGS wants to play it ever again... Lonely Kairos is lonely.
