Let's say we get Asurmen or some character with a 2+ armor save buffed up protect to make his armor 1+. Now I know saves autofail on a 1, but what happens when he gets hit by an ap2 weapon? Still gets his armor save?

The answer to this question is literally in the powers description in the codex.
I would suggest you read the codex entry

Also in the definition of armour saves, meaning the "up to a maximum..." is functionally a reminder of a rule that already exists.

Even ignoring that part remember that saves always fail on a roll of a 1 anyway, so keep your 1+ but you still fail on ones

Think the Opening Poster is more interested in the interaction with Armour Piercing 2 weapons more then the Save itself. If you read that it modifies the Save you encounter the 'No Save can be modified below 2+' Rule and the Save is negated If you read that it modifies the Roll, the Armour Save is negated by Armour Piercing, and the Roll of 1 automatically fails One of the very few situations where Game Workshop wrote for both situations....

8th made it so I can no longer sway Tau onto the side of Chaos, but they will eventually turn aside from their idea of the Greater Good to embrace the Greatest of pleasures. |

Yes, but the rule for the armour increase stayes only to a 2+ which means no need to worry about it

Shooting phase rules, just after "models with more than 1 save" you find a rule that is called "maximum save"; no saves can get better than 2+.
Because of the above AP 2 always ignores armor saves.
Of course all this runs into a poor-writing psychotic divide by zero as we have a basic rule on saves that tells us it specifically contradicts special rules, and as we all know when a special rule and a basic rule are in contradiction the special rule wins. So here is a case where the special rule says it becomes 1+, and the basic rule says the special rule cannot do that therefote the special rule should win but then that means the basic rule is utterly useless as the only need for its existence is to contradict special rule which we are told basic rules lose in that attempt.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.

But the psychic power (the eldar one) says to a maximum of 2+ so it's all irrelevant.

Did you miss the replies where people pointed out the core rules tell you a model can never have an armour save better than 2+?
From Models & Units, under 'Armour Save ( Sv)':
"A model can never have an Armour Save better than 2+."
