I would go with your Decurion detachment, do double demi company take a libarian concave as a support element get free dedicated transports for your army and spam razorbacks, while running your libbies in a bike command squad with captain smash face and a chaplin. That would be extra powerful, I would also make them white scars for hit and run though that is optional. As you get access to the ultramarines chapter tatics with that deatchment.

Librarius Conclave is definitely for spamming Witchfires. Replace Tigarius with a vanilla lib and take the termie armour from the other two and give them all Jump packs. Now stick them in the Lightning claw vanguard and have a hayday

H.B.M.C.- The end hath come! From now on armies will only consist of Astorath, Land Speeder Storms and Soul Grinders!
War Kitten- Vanden, you just taunted the Dank Lord Ezra. Prepare for seven years of fighting reality...
koooaei- Emperor: I envy your nipplehorns. <Magnus goes red. Permanently>
Neronoxx- If our Dreadnought doesn't have sick scuplted abs, we riot.
Frazzled- I don't generally call anyone by a term other than "sir" "maam" "youn g lady" "young man" or " HEY bag!"
Ruin- It's official, we've ran out of things to talk about on Dakka. Close the site. We're done.
mrhappyface- "They're more what you'd call guidlines than actual rules" - Captain Roboute Barbosa
Steve steveson- To be clear, I'd sell you all out for a bottle of scotch and a mid priced hooker.

I always suggest taking an extra man in the devestator squads to mitigate the loss of just one man from the squad.

First, Welcome to Dakka and the Ultramarines.

One of your 5 man tac squads looks to have both a HB and a flamer. You need to be 10 man strong to have both. Otherwise your list looks to be quite well done for a new player. You could easily play it as-is and it would do fine.

I’d suggest going to a full gladius. You are almost there, but would have to make some sacrifices. You are 2/3s of the way to either a 1st or 10th company TF. Assuming you split the VVs into 5 men squads. Adding another vet squad or more scouts (or both!) will let you unlock the full potential of formations.

Drop the LC devs, and move the Dev Cents into the company.

To pick up some of the AV hole left by dropping the lascannons, upgrade the speeders to TML/HBs. Not quite as good at popping heavy armor, but still quite nice.

The second chaplain is also going to have to go. VVs can do fine on their own though.

Your VVs are both hyper focused and over equipped. They are going to turn any marine-equivalent unit they hit into a cloud of vaporized gore. You might want to reduce the overkill but keeping a few guys bare bones, or mix a few other power weapons in there to widen the targets you can take on. Or both.

I might give both the lackey librarians in the conclave JPs. It’s not like they are going to be out front soaking wounds, so the TDA is a bit overkill. But if you don’t need them in the squad for powers/juice, you can attach them to the vets to go jumping around blowing things away/buffing.

Keep in mind that the Conclave is a command, not an auxiliary choice in a Gladius

In the Gladius formation, if you take two demi company (so a full battle company) you get your transports for free.

The tac squad with the LC probably doesn’t need the rhino. Just find some cover to camp in. Or spend those points to get a melta/c-melta instead and move forward.

You might be better served with a pair of TML/HB speeders rather then 3x paired HB ones. More then two vehicles in a squadron tend to get in eachother’s way, and make too tempting a target. It also might be worth going down to one speeder just to free up points to flesh out squads.

Strombolters on sternguard are one of the trap choices in the codex. Never take them. You can’t use special ammo through them, so end up paying points to make the squad worse.

Awesome Thanks

*
I was thinking that the TMLs might bring attention to them, apposed to not having them and hopefully having them on the table longer.

wow and i thought i was being smart with the stormbolters. :(

TMLs will bring some attention to them, because they can actually do some harm.

I love heavy bolters, don’t get me wrong. But they serve a very niche role. They excel at killing xenos troops in the open. Or other 4+ save units, but that armor is mostly worn by filthy aliens. The problem is most 4+ troops tend to cower in cover. And killing them with bolter fire is generally not a problem, and your average marine list generally kicks out plenty of that without working hard.

So a full squad of 2xHB speeders is not adding a lot to your list. The things they want to be shooting at can be killed by pretty much everything else in your list. But one thing you could use more of is a little more anti-armor. TMLs are good for that.

As for survivability, they should be OK. I field a pair of them with some frequency, and they live OK. If something takes an interest in them, you can always jink. They have the range to hanf back, so the only thing targeting them tends to be long range AV fire, which is going to have other things to worry about. Like the wall of razors and rhinos barreling towards them. Armor saturation is a boon to fragile things like speeders.

Stormbolters are in a bad place. If you get them for free, sure. They do work. But never pay points for them. Rapid Fire has gotten better almost every edition, but the assault 2 SB has remained the same. The slight edge it has over the basic bolter is not worth the points spent. If you want a shooting option, take combis. But for the sternguard, you are better off with more bodies pumping out special ammo rather then small squads. IMHO YMMV, etc.
