Can hovering flyers start the game on the board?

The first rule for flyers states they must start in reserve but the hover rule states that if the vehicle chooses to hover before it moves, then it's treated as a exactly as a fast skimmer. Fast skimmers can deploy on the table and since it just says you must declare before you move and not in the movement phase, it could constitute any time including before reserve choices are made. Is there an accepted ruling on this?

The full line you're referring to says:

"A Flyer with the Hover type must declare whether it is going to Zoom or Hover before it moves, and before any embarked models disembark, each Movement phase."

Flyers with the Hover type may make the choice only before it moves each Movement phase, not simply at any point before it moves at all.

Further, and more simply, the first paragraph of the Flyer rules under 'Aerial Support' should make it pretty clear that specific mention is needed in special rules for Flyers to be allowed to start the game deployed on the table.

You can take a Skyshield Landing Pad with the "Ready for Takeoff" upgrade for 80 points that will allow you to deploy a hovering flyer on the pad during your deployment step rather than have it start in reserve. If you do this, the flyer cannot zoom on the first turn.

Otherwise, a Flyer must start the game in reserve.

One other instance lets flyers start on the board: if they have infiltrate. As far as I know only ultramarines can infiltrate flyers.

I fail to see how Infiltrate overrides the Aerial Support rule of Flyers. This is the Tyranidic War Veterans formation I guess?

It is not Infiltrate.
It is Dataslate: Tyrannic War -> Formation: Saint Tylus Battle Force -> Aerial Superiority Formation Special Rule.
Aerial Superiority grants Infiltrate in addition to permission to start game on the battlefield (in the Hoover mode)
