Since the only competitive build is a Speed Freak list it would be nice to get a "decurion" for that. My thoughts:
Kult of Speed detachment - Benefits: On da road again - all units, that can purchase a trukk as DT can do so for free, units with access to warbikes may purchase them for 12 pts. Fast Dakka - jinking doesn't affect the models BS.
Orc Speed Freaks (core)
1 Warboss
1 Painboy
1-3 units of Nobz
3-6 units of Boyz
1-3 units of Warbikers

Restrictions: all units, that don't have the Bike type, must purchase a Warbike or Trukk as DT.
Special rules: Crazy riders - units with the Bike type gain skilled rider. Furthermoreon the turn a WAAAAAGH! is called they may charge after turbo-boosting. Crazy Drivers - trukks, that are taken as DT, gain the Jink special rule. In addition, units embarked in trukks can disembark even if the trukk has moved more than 6", but must take Dangerous Terrain tests if doing so.

Sky Support Crew (Auxiliary)
1-3 Dakkajets
1-3 units of Deffkoptas
Restrictions - none
Special Rules: Sky Huntas - Deffkoptas gain Skyfire and Intercepror. In addition, at the begining of the palayers turn they may choose to fly up. If they do so, enemy units shooting at them may only fire snapshots and can't charge them. The Deffkoptas are treated as having the Skyfire rule untill the start of the next turn, but a the begining of the next turn must take Dangerous Terrain tests because they crash-land. Dakksjets are treated as being BS 3.

Just some of my thoughts. And what would you like to see in such a detachment?

Charge after turbo-boosting is super abusive. Especially with ork bikers.
Also, what speedfreaks without buggies?

A Speed Freaks (most likely an auxiliary) would be something like

--Speed Freaks--
1 Mek
1-3 Buggies
1-3 Deffkoptas
2-6 Trukks
0-3 Battlewagons

Blinding Speed: Vehicles have the jink special rule when moving flat out while Deffkoptas have +1 to jink save when turbo boosting. Shooting attacks made the turn after moving flat out or turbo boosting can shoot each weapon twice.

--Ork Biker Gang--
1 Warboss
1-3 Nobz
2-6 Warbikers

Requirement: All models must be on a bike. Nobz must take a WAAAGH!! Banner.

Cloud of Dust: All bikes have a 4+ cover save when within 6" of another separate unit from this formation.
Road WAAAGHRIORS: As long as there is a Nob with the WAAAGH!! Banner is alive in the Nobz unit. All models within the unit gain a 5+ Invulnerable Save.

--Sky Raiderz--
2-6 of any of the following: Dakkajets, Burna Bommers, or Blitza Bommers.

Da Right Stuff: All vehicles receive the Flyboss upgrade for free.
Itz Rainin Dakka!!: Vehicles may use 2 bombs when making a Bombing Run instead of 1. In the case of Skreamin Descent roll for the first bomb as normal. If the result is Just like dis! or dakka-dakka-bomb! then the 2nd bomb is automatically a just like dis! result. If a Faster! Waaagh! or Clipped 'im! result is rolled then the 2nd bomb is not used and is not rolled for.
Armor Krumpin Dakka: All Supa Shootas have the rending special rule.

Couldn't come up with a decent formation as I have limitid expirience with them. Also charging after turbo boosting isn't as abusive as charging after deep strike, since it's only when a WAAAAGH! is called. In this case - once per game.

So what, 3 squads of bikes with t5, a ton of attacks, power klaws and characters getting a 24+2d6 charge on the second turn with one reroll also having 3+ jink from overwatch. It's simply broken.

Skilled rider is allready a huge buff. Basically, 2+ cover save for ork bikers.

Also speed freaks must take red paint job on everything. And i'd add something to truck boyz - not just bikers. Make them relevant compared to allready overpowered bikers with 2+ cover and cheapo nob bikers that would rock.

It's just too many buffs. Don't eldarify orks.

Well, I get the point with charging after turbo-boosting. Red paint - haven't thought about that, should have added that. As for trukk boyz - since trukks would be free you would be free to take eavy armour on the boyz. Combined with disembarking after moving up to 12" and you get a potential turn 1 charge. Huge buff for boyz imho.
But I somehow doubt the possibility of eldarifying orks.

You could also include the Blitz Brigade as an auxillary.

Would make the Warbikers an Auxillary choice personally, that way if the Ork codex is re-released with an 'Orkurion' then the Core is generic enough to apply to other clans.

The thing with the Blitz Brigade is that it simply costs to much. If you had to buy 3 BWs it would be ok, but 5 is just to much.
As for bikes as auxiliary - in an orcurion it would be appropriate, but I had imagined a white-scar-style ork detachment. As for the other klanz - that would fall to someone else to come up with...

Why is taking a Painboy required in the core? Being forced to take a Big Mek to maintain the vehicles would be more fluffy.

Orks go fast so they have lots of injuries. And a Painboy is always eager to help with that
But could be also "1 Painboy or Big Mek".
